Export of Hides, Calf-skins, and Leather made therefrom.—
Permits for Export.
Customs Department,
Wellington, 20th February, 1920.
WHEREAS the export of hides, calf-skins, and leather to any destination is prohibited save with the consent of the Minister of Customs: And whereas it is desirable to state for public information the conditions on which such consent may be obtained:
Now, therefore, it is hereby publicly notified as follows:—

The notice issued by the Customs Department on the 2nd day of October, 1919, relative to permits for the export of hides and calf-skins is hereby cancelled.

The consent of the Minister of Customs for the export of hides, calf-skins, or leather made therefrom, will be granted only on the presentation to the Collector of Customs of a permit issued by the New Zealand Board of Trade, and all applications for permits for export must be made to the Board of Trade at Wellington accordingly.

The New Zealand tanners are recognized as having a pre-emptive right to purchase for local use, in accordance with the provisions of this notice, and at the market price, the whole of the hides and calf-skins produced in New Zealand.

No permit for the export of any hides or calf-skins will be granted unless the applicant satisfies the Board of Trade, in such manner as the Board may require, that the export of those hides or calf-skins is consistent with the proper and effective exercise by the New Zealand tanners of the pre-emptive right aforesaid.

No permit will be granted for the export of hides or calf-skins by or on behalf of any New Zealand tanner or by or on behalf of any person who has purchased such hides or calf-skins from any such tanner.

The Board of Trade will at the ports of Auckland, Wellington, Christchurch, and Dunedin appoint representatives of the New Zealand tanners.

The export of hides or calf-skins shall not be deemed to be consistent with the aforesaid pre-emptive right of the New Zealand tanners unless such hides or calf-skins have been dealt with in accordance with the following provisions:—
(a.) All hides or calf-skins offered for sale by auction shall be offered on the terms that any tanners’ representative shall be entitled, immediately on the completion of the bidding for any lot, to elect to take such lot at a price equal to the last bid in cases where such last bid was made by or on behalf of any person other than a New Zealand tanner.
(b.) Freezing-works hides and calf-skins not offered for sale by auction shall be offered to a tanners’ representative for purchase by or on behalf of such tanners at the market price, before being sold or offered for sale to any other person or exported by the freezing company, every such offer to remain open for forty-eight hours.
(c.) Hides and calf-skins collected by dealers or exporters shall be offered to a tanners’ representative for purchase by or on behalf of such tanners at the market price before being sold or offered for sale to any other person or exported.
(d.) Notwithstanding the foregoing provisions, sellers who have been accustomed to sell hides or calf-skins to individual tanners by private sale may continue to do so, but if any hides or calf-skins are so offered to and refused by the tanners they shall thereupon be submitted to auction or offered as aforesaid to a tanners’ representative, such offer to remain open for forty-eight hours.
(e.) All hides or calf-skins offered for sale either by auction or otherwise must be offered in suitable grades, in accordance with the system of grading now established in the trade, each grade to be offered separately.
- Permits for the export of leather made from hides or calf-skins will be granted by the Board of Trade only if the Board is satisfied that such leather is not required in New Zealand.
