Defining the Middle-line of a Further Portion of the Greymouth–Point Elizabeth Railway.

A PROCLAMATION.
WHEREAS an extension of the Greymouth–Point Elizabeth Railway from a point about 3 miles 45 chains from Greymouth for about 2 miles 50 chains in a northerly direction (hereinafter termed “the said railway”) is a railway the construction of which is authorized by the Railways Authorization Act, 1919:
And whereas it has been determined to construct and maintain the portion of the said railway described in the Schedule hereto:
Now, therefore, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the powers and authorities conferred upon me by the Public Works Act, 1908, and of every other power and authority in anywise enabling me in this behalf, do hereby proclaim and declare that the middle-line of the said portion of the said railway shall be that defined and set forth in the Schedule hereto.
SCHEDULE.
COMMENCING at a point in the railway reserve adjacent to Block XIX, Runanga Township, Cobden Survey District, marked 3 miles 45 chains, 52·3 links, and proceeding thence generally in a northerly direction for a distance of about 2 miles 44 chains, and passing in, into, through, or over the following lands, &c.—viz., railway reserve, Block II, Cobden Survey District; Section 7, Block XIX, Sections 11, 10, 6, 2, and 1, Block XVIII, Sections 5 and 4, Block XVII, Sections 7 and 6, Block IX, Sections 10, 9, 8, 7, 3, 2, and 1, Block VIII, and Sections 5 and 4, Block VII, Runanga Township; Section 12, Block II, Cobden Survey District; Section 13 (Crown land), Block II, Cobden Survey District; Section 3, Block III, Cobden Survey District; Section 1, Block II, Cobden Survey District; Section 1, township reserve, and Section 2, Block I, Cobden Survey District; and terminating at a point in the said Section 2, Block I, Cobden Survey District, marked 6 miles 9 chains, 45·5 links: including all adjoining and intervening places, lands, reserves, roads, tracks, lakes, rivers, streams, and watercourses.
All in the Westland Land District; as the same is delineated on the plan marked P.W.D. 47185, deposited in the office of the Minister of Public Works at Wellington, in the Wellington Land District.

At the Government Buildings at Wellington this nineteenth day of January, 1920.

IN pursuance and exercise of the powers conferred upon him by the Products Export Act, 1908, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby appoint and establish the premises occupied by the New Zealand Shipping Company (Limited) at Wairoa as a grading-store for the examination and grading therein of hemp, tow, or stripper-slips.

Banks Peninsula Electric-power Board.—First Election.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this twenty-sixth day of January, 1920.

THE RIGHT HONOURABLE W. F. MASSEY, P.C., PRESIDING IN COUNCIL.
WHEREAS, in pursuance of the powers vested in the Governor-General by section three of the Electric-power Boards Act, 1918, the Banks Peninsula Electric-power District was duly constituted by Proclamation dated the twentieth day of December, one thousand nine hundred and nineteen:
And whereas section ten of the said Act provides that the first election of representatives of any constituent district in any electric-power district shall be held on such day as the Governor-General by Order in Council appoints:
And whereas the Governor-General did, by Order in Council dated the twenty-third day of December, one thousand nine hundred and nineteen, appoint Tuesday, the twentieth day of January, one thousand nine hundred and twenty, as the day on which should be held the first election of representatives of constituent districts in the said Banks Peninsula Electric-power District:
And whereas it is found to be inexpedient to hold such election on the date appointed:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke the said Order in Council, and in pursuance and exercise of the powers and authorities conferred upon him by the said Act, doth hereby appoint Friday, the twentieth day of February, one thousand nine hundred and twenty, as the day on which shall be held the first election of representatives of the constituent districts in the said Banks Peninsula Electric-power District.

WHEREAS by section twenty, subsection one, of the Finance Act, 1919, it is provided that, notwithstanding any Act to the contrary, it shall not be lawful or competent for any local authority or for any Harbour Board to borrow or contract to borrow any money (otherwise than by way of bank overdraft within the limit of its powers, if any, in that behalf), whether from the State Advances Office or from any other source whatever, and whether in pursuance of a special Act or under any other authority whatever, without the precedent consent of the Governor-General in Council:
