WAIRUA COUNTY COUNCIL.
RESOLUTION STRIKING SPECIAL RATE.
IN pursuance and in exercise of the powers vested in it in
that behalf by the Local Bodies’ Loans Act, 1913, and
of all other powers (if any) it thereunto enabling, the Council
hereby resolves as follows :—
That, for the purpose of providing for the payment of
interest, sinking fund, and other charges on the Mohaka
Riding Special Loan of £1,000, 1919, authorized to be raised
by the Council, under the above-mentioned Act, for the
purpose of (1) providing the Council's share of cost towards
the erection of the Maungatauranga Stream Bridge, £200 ;
(2) for the purchase of land for a county depot at Mohaka,
and for the erection thereon of a cottage for the Council’s
overseer, £800—the said Council hereby makes and levies a
special rate of one-fourteenth (1/14) of a penny in the pound
sterling on the rateable value (on the basis of the capital
value) of all rateable property in the Mohaka Riding of the
Wairoa County. And that such special rate shall be an
annually recurring rate during the currency of such loan,
and be payable yearly on the 1st day of August in each and
every year during the currency of such loan, being a period
of thirty-six and one-half (36½) years, or until the loan is
fully paid off.
I hereby certify the above to be a true copy of a re-
solution passed by the Wairoa County Council at an ordinary
monthly meeting held on the 12th day of July, 1919.

SUBSCRIPTIONS.—The subscription is at the rate
of 33s. per annum, including postage, PAYABLE IN
ADVANCE. A less period than three months cannot be sub-
scribed for.

Advertisements are charged at the rate of 6d. per line
for the first insertion, and 3d. per line for the second and
any subsequent insertion.
Statements under the Mining Act are uniformly charged
23s.
All advertisements should be written on one side of the
paper, and signatures, &c., should be written in a legible
hand.
The number of insertions required must be written
across the face of the advertisement.
The New Zealand Gazette is published on Thursday
evening of each week, and notices for insertion must be
received by the Government Printer before 3 o'clock of
the day preceding publication.
SCHOOL FOR THE DEAF, NEAR SUMNER,
CHRISTCHURCH.
UNDER THE CONTROL AND SUPERVISION OF THE EDUCATION
DEPARTMENT.

FOR Deaf Children of sound intellect. The pupils are
taught to understand and use ordinary speech. The
full charge for board and education is £40 a year, but less
is accepted from parents who cannot afford to pay this
amount. In case of necessity admission is free.
By the Education Act it is compulsory for deaf children
to come under instruction at the age of six, and to con-
tinue until the age of twenty-one unless the Education
Department previously grants exemption. Though a child
is, as a rule, best fitted to begin the school course at the
age of six, advice should be obtained as soon as any sign
of deafness is observed.
The following classes of deaf children are admitted to
the School for the Deaf (sound intellect being always a
necessity) :
- Children born deaf, or who have lost their hearing
before learning to speak. - Children who can hear a little, but are too deaf to
be taught in a public school. - Children who have lost their hearing after having
learned to speak.
The Act imposes upon every parent, teacher of a school
(either public or private), constable, or officer of a chari-
table or kindred institution who is aware of the place of
residence (either temporary or permanent) of a deaf child,
and the householder in whose house any such child re-
sides, an obligation to send notification of the fact to the
Minister of Education, giving the name, age, and address
of the child; and any neglect or failure to comply with
this provision involves liability to a fine.
