inquired into by the said Commission, and that these rivers be added to the list of rivers forming the subject of inquiry by the said Commission:

Now, therefore, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor-General of the Dominion of New Zealand, in exercise of the powers conferred by the Commissions of Inquiry Act, 1908, and of all other powers and authorities enabling me in this behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, do hereby add to the list of rivers the subject of inquiry by the said Commission the Waihi River (South Canterbury), the Wairau River (Marlborough), the Waiau- uha River (North Canterbury), the Taieri River (Otago), and the Aparima River (Southland); and I do hereby declare that the provisions of the said Commission shall apply as fully and effectively in all respects as if such rivers were originally included in the said Commission.

Given under the hand of His Excellency the Right Honourable Arthur William de Brito Savile, Earl of Liverpool, Member of His Majesty's Most Honourable Privy Council, Knight Grand Cross of the Most Distinguished Order of Saint Michael and Saint George, Knight Grand Cross of the Most Excellent Order of the British Empire, Member of the Royal Victorian Order, Knight of Grace of the Order of Saint John of Jerusalem, Governor-General and Commander-in-Chief in and over His Majesty's Dominion of New Zealand and its Dependencies; and issued under the Seal of the said Dominion, at the Government House at Wellington, this twenty-second day of July, in the year of our Lord one thousand nine hundred and nineteen.

Amending Regulations for the Military Forces of New Zealand re Promotion of Officers in the New Zealand Staff Corps and Royal New Zealand Artillery.

IN pursuance and exercise of the powers and authority conferred on me by the Defence Act, 1909, and its amendments, I, Arthur William de Brito Savile, Earl of Liverpool, Governor-General of the Dominion of New Zealand, do hereby amend, in the manner and to the extent set forth in the Schedule hereto, the Regulations for the New Zealand Military Forces made on the twenty-second day of December, one thousand nine hundred and thirteen, and published in the New Zealand Gazette of the twenty-seventh day of January, one thousand nine hundred and fourteen; and I do hereby declare that such amendment shall take effect as from the date of publication thereof in the Gazette.


SCHEDULE.

SECTION IV.

Promotion of Officers of the New Zealand Staff Corps and Royal New Zealand Artillery.

PARAGRAPH 112 is hereby revoked, and the following substituted:—

  1. The promotion of officers up to and including the rank of Major in the New Zealand Staff Corps and Royal New Zealand Artillery will be governed by length of service, subject to the following conditions:—

(i.) Lieutenants will be promoted to the rank of Captain after seven years commissioned service.

(ii.) Captains will be promoted to the rank of Major after eight years service in the rank of Captain.

(iii.) To be eligible for promotion, officers of the New Zealand Staff Corps and Royal New Zealand Artillery will require to pass the necessary qualifying examination as laid down in King’s Regulations for officers of the regular forces.

(iv.) Officers will require to be reported upon as in all respects efficient and qualified for promotion, and to be passed as medically fit for service in the field.

(v.) Officers suffering from physical or medical disability contracted on active service in the field may, on the recommendation of the General Officer Commanding, be promoted notwithstanding such disability.

112A. Promotion to the rank of Lieutenant-Colonel and upwards will be governed by establishment, and will be by selection of the General Officer Commanding, subject to the conditions set out in subparagraphs (iii), (iv), and (v) of paragraph 112.

112B. Officers specially recommended for accelerated promotion may, on the recommendation of the General Officer Commanding, be promoted to complete establishment, at any time, to any rank.
