Rates.
Messages lodged and forwarded are liable to the following charges:—
At the rate of 1s. per 100 words or fraction thereof, provided message lodged before 11 p.m. Rate after that hour 1s. 4d. per 100 words or fraction thereof. All charges in respect of overtime at offices other than the original forwarding office to be added to the foregoing.
CHARGES FOR PRESS TELEGRAMS RELATING TO EXTRAORDINARY EVENTS, ETC.
Press telegrams containing intelligence of extraordinary events, such as collisions, wrecks, large fires, explosions, &c., may be accepted for transmission between offices open for the midnight cable service after those offices are closed for the receipt of other Press messages on the following conditions:—
No message may exceed 100 words.
The fee of 1s. 6d. is to be charged for each message.
The officer in charge of the telegraph-office may refuse to accept any such message as, in his opinion, does not contain news of an urgent nature.
These messages are not to be permitted to interfere with or delay the transmission of the midnight cable news.
Offices closed on Sundays or statutory holidays may not be opened for Press purposes on those days under any but exceptional circumstances such as those above described.
DEFERRED TELEGRAMS TO PLACES BEYOND NEW ZEALAND.
Régime.
- Deferred telegrams shall be accepted for transmission from New Zealand to any country in the European Régime. Deferred telegrams may only be accepted for transmission from New Zealand to any country in the Extra-European Régime (including Senegal) if the charge for ordinary telegrams is not less than 9½d. per word, unless special arrangements have been made for acceptance at a lower rate.
Telegraph money orders, except in cases where special arrangements have been made with the Administration concerned, and maritime telegrams shall not be admitted as deferred telegrams.
TELEPHONE EXCHANGES.
5A. When a subscriber gives up an exchange telephone the Minister will not recognize any right in the surrendering subscriber to say how it should be disposed of. Any attempt to traffic with a telephone by accepting a monetary offer for its transfer will, when discovered, have the effect of preventing the transfer. The surrendered telephone is immediately at the sole disposal of the Minister. This is not intended to interfere with the usual procedure by which a subscriber giving up a telephone may bespeak its transfer to a successor, subject to the requirements of the Department.
CHARGES.
- In addition to the entrance fee of £1, the charge per annum payable in respect of the hire of any telephone instrument connected with a Government telephone exchange is as follows:—
For an exclusive circuit,—
At exchanges which are open continuously—

Or if not less than two-thirds of the business subscribers and not less than two-thirds of the private-residence subscribers at any time express in writing, addressed to the Secretary of the Post and Telegraph Department, their desire in that behalf

Such expression as aforesaid shall be deemed to be operative until reversed by an expression of the desire of not less than two-thirds of the business subscribers and not less than two-thirds of the private-residence subscribers that the annual rates be £7 and £5 respectively.
At exchanges which are not open continuously—
Business establishments and private residences .. .. .. £5
At exchanges where the number of paying subscribers exceeds thirty and does not exceed fifty, and the hours of attendance are from 8 a.m. to 8 p.m. daily, the charge is £1 per annum additional for each subscriber. In this case “subscriber” means each exclusive subscriber, and also each subscriber connected with a party line.
At all exchanges—
Additional exchange connections to the same premises, £1 per annum less.
Apart from the annual subscription a separate charge is made for a conversation involving the use of a circuit joining two telephone offices or exchanges. A conversation held over such a circuit is defined as a “toll communication.”
- Temporary connections (for a period less than one year) will be granted, provided the applicant pays the net cost of giving the connection and a rental pro rata equal to 50 per cent. greater than for a permanent connection, with a minimum charge of 10s. for the first fortnight or fraction thereof and 5s. for every subsequent week. In the event of the temporary subscriber ultimately deciding to have the temporary connection converted to an ordinary permanent one the usual bond must be given, and the regular charges will take effect from the date of the completion of the bond. In such a case the cost of making the connection will be refunded.
17A. On payment of the undermentioned annual fee, and provided that the Department can conveniently make the necessary arrangements, an individual subscriber to, or each person of a party on, a party line connected with, or two or more subscribers whose lines are bunched at night for connection with, a telephone exchange that is not open continuously may, after the exchange to which he is a subscriber is closed, be switched through to another exchange that is still open.
