At the Government House at Wellington, this first day of July, 1919.
Present :
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS the Onehunga Borough Council, acting under and in pursuance of paragraph (e) of section sixteen of the Local Bodies’ Loans Act, 1913, lately proposed to raise a loan of three thousand five hundred pounds for drainage purposes :
And whereas public notification of the deposit of the special roll required by section seventeen of the said Act was not given on the first day of such deposit, as required by the regulations issued under the said Act :
And whereas in the public notification of the deposit of the special roll the time within which the objections to the special roll would be received was erroneously fixed on a day ten days after the last day of such deposit, instead of on a day seven days after the last day of such deposit, as required by the regulations under the said Act :
And whereas the ratepayers’ consent given under paragraph (e) of section sixteen aforesaid is irregular, in that one of the subscribing ratepayers has attested the signatures of other subscribers thereto :
And whereas it appears that the ratepayers have not been misled by the said irregularities, and it is expedient to validate the same :
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the powers and authorities conferred on him by section one hundred and eleven of the Local Bodies’ Loans Act, 1913, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby validate the said proceedings, and doth hereby order and declare that the deposit of the said roll and the ratepayers’ consent to the raising of the said loan shall be valid to all intents and purposes as though all matters in connection therewith and in relation thereto had been done in the proper manner, and that the validity of the proceedings in connection with the said loan shall not be called into question by reason only of the irregularities aforesaid.

And whereas it appears that the ratepayers have not been misled by such irregularity, and it is expedient to validate the same :
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and in exercise of the powers conferred by section one hundred and eleven of the Local Bodies’ Loans Act, 1913, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby validate the public notification of intention to raise the said loan, and doth hereby declare that the proceedings relative to such loan shall not be called into question by reason only of the irregularity aforesaid.
