(b.) Bookmakers’ clerks, bookmakers’ assistants, and book-
makers’ agents.
(c.) All persons under disqualification inflicted by any
racing or trotting club in the Dominion of New
Zealand, the Commonwealth of Australia, or else-
where, if affiliated to the New Zealand Racing
Conference, or the New Zealand Trotting Association,
or the New Zealand Trotting Conference.
(d.) Common prostitutes, and persons who habitually con-
sort with thieves or with persons who have no lawful
visible means of support.
(e.) Professional tipsters, persons convicted of house-break-
ing or pocket-picking, forgery, uttering or possessing
counterfeit coin, theft, false pretences, receiving
stolen goods, mischief, assault, or any offence or
crime of any kind under the Crimes Act, 1908, and
also idle and disorderly persons, rogues and vaga-
bonds, and incorrigible rogues convicted under the
Police Offences Act, 1908, and persons convicted of
an offence under the Gaming Act, 1908.

The foregoing regulations of the Amberley Racing Club
were made and passed by the Amberley Racing Club on the
23rd day of December, 1918, and signed by the Chairman
and Secretary.

FRANKLIN COUNTY COUNCIL.

RESOLUTION MAKING SPECIAL RATE AS SECURITY FOR MISSION
BUSH-KAHAWAI SPECIAL RATING AREA LOAN OF £2,200.

IN pursuance and exercise of the powers vested in it in
that behalf by the Local Bodies’ Loans Act, 1913, the
Franklin County Council hereby resolves, as follows:—
That, for the purpose of providing the instalments in
respect of principal and interest and also the other charges
on a loan of two thousand two hundred pounds (£2,200),
authorized to be raised by the Franklin County Council,
under the Local Bodies’ Loans Act, 1913, for the purposes
of—
(a.) Forming and metalling road, known as Mission Bush
Road, from the Waiuku Drury Road to the north-
eastern corner of Section No. 117, Waiuku East
Parish : £1,000
(b.) Forming and metalling road, known as Kahawa Road,
from the Waiuku–Drury Road to the south-eastern
corner of Section No. 122, Waiuku East Parish :
£1,200
the said Franklin County Council hereby makes and levies a
special rate of three farthings (¾d.) in the pound upon the
rateable value of all rateable property of the Mission Bush-
Kahawai Special Rating Area in Franklin County, com-
prising all that area in the Auckland Land District bounded
towards the west generally by the eastern bank of the Waiuku
River from the southernmost corner of Lot number 7 (D.P.
11092) of subdivision of Allotments 118, 119, &c., Waiuku
East Parish (Reid Park Estate) to the landing reserve at the
westernmost corner of Section number 12, Kahawai Parish ;
thence towards the north and north-east generally by the
Taihiki River and a tributary of the said Taihiki River to
the northernmost corner of Section number 113, Waiuku
East Parish ; thence towards the east by the said Section
number 113, Waiuku East Parish, to the south-eastern corner
of Section number 9, Kahawai Parish ; thence still towards
the east by the creek leading from the said south-eastern
corner of Section number 9, Kahawai Parish, through Sections
numbers 113 and 125, Waiuku East Parish, to the north-
western corner of Section number 144, Waiuku East Parish ;
thence still towards the east and towards the north by the said
Section number 144, Waiuku East Parish, to the public road
known as the Waiuku–Drury Road ; thence towards the south-
east by the said Waiuku–Drury Road to the north-eastern
corner of Lot 1 of part A of Section 130, Waiuku East Parish
(known as Hamlin’s Grant) ; and thence again towards the
south-east by the said Lot 1 of part A of Section 130 to the
point of commencement at the southernmost corner of Lot 7
of Reid Park Estate aforesaid. And that such special rate
shall be an annual-recurring rate during the currency of such
loan, and be payable yearly on the first day of July in each
and every year during the currency of such loan, being a
period of thirty-six and a half years, or until the loan is fully
paid off.
I hereby certify that the foregoing is a true and correct
copy of a resolution passed at the ordinary monthly meeting
of the Franklin County Council held on Thursday, the 19th
day of December, 1918.

FRANKLIN COUNTY COUNCIL.

RESOLUTION MAKING SPECIAL RATE AS SECURITY FOR HARRIS-
VILLE–JERICO SPECIAL RATING AREA LOAN OF £400.

IN pursuance and exercise of the powers vested in it in that
behalf by the Local Bodies’ Loans Act, 1913, the Frank-
lin County Council hereby resolves as follows:—
That, for the purpose of providing the instalments in
respect of principal and interest and also the other charges
on a loan of four hundred pounds (£400), authorized to be
raised by the Franklin County Council, under the Local
Bodies’ Loans Act, 1913, for the purposes of (a) formation,
metalling, and raising of bridge on the half-chain road from
the Drury–Tuakau main road towards Razorback, £300 ;
and (b) formation and metalling on Jericho Road, £100 ;
the said Franklin County Council hereby makes and levies
a special rate of one halfpenny (½d.) in the pound upon the
rateable value of all rateable property of the Harrisville-
Jericho Special Rating Area in Franklin County, comprising
the lands described in the Schedule hereto. And that such
special rate shall be an annual-recurring rate during the
currency of such loan, and be payable yearly on the first
day of July in each and every year during the currency of
such loan, being a period of 36½ years, or until the loan is
fully paid off.

OHAI RAILWAY BOARD.

RESOLUTION MAKING SPECIAL RATE.

IN pursuance and exercise of the powers vested in it in
that behalf by the Local Railways Act, 1914, and the
Local Bodies’ Loans Act, 1913, the Ohai Railway Board
hereby resolves as follows:—
That, for the purpose of providing for the payment of
interest and sinking fund and other charges on the loan of
thirty thousand pounds (£30,000), authorized to be raised by
the said Board, under the above-mentioned Acts, for the
purposes of redeeming twenty-five thousand pounds (£25,000)
worth of debentures hypothecated by the said Board to the
National Bank of New Zealand, and of expending the sum of
ten thousand pounds (£10,000) for the purpose of con-
structing such additional railways within and extending
beyond the limits of the district of the said Board as may be
authorized under the said Local Railways Act, the said
Ohai Railway Board hereby makes and levies a differential
special rate on all rateable property in the Ohai Railway
District on the basis of the capital value classified A, B, and
C respectively in the classification of the said lands made in
pursuance of section 43 of the Local Railways Act, 1914,
and duly certified on the 30th day of September, 1916—
that is to say, on all lands in the said district classed A, a
special rate of 2s. 9d. in the pound sterling ; on all lands
in the said district classed B, a special rate of 3½d. in the
pound sterling ; and on all land classed C in the said district,
a special rate of 1½d. in the pound sterling. And such special
differential rate shall be an annual-recurring rate during
the currency of such loan, and shall be payable on the first
day of March in each and every year during the currency
of such loan, being a period of thirty-six and one-half years,
or until the loan is fully paid off.
I certify that the above resolution making a special rate
was duly passed at a meeting of the Ohai Railway Board
held on the 27th day of December, 1918.
