Land taken for the Purposes of a Diversion of the Manaiā River in Block XIII, Coromandel Survey District.

A PROCLAMATION.
WHEREAS the land described in the Schedule hereto is required to be taken, under the Public Works Act, 1908, for a certain public work—to wit, for the purposes of a diversion of the Manaiā River in Block XIII, Coromandel Survey District:
And whereas all the conditions precedent required by law to be observed and performed prior to the taking of such land for the purposes hereinbefore specified have been observed and performed:
Now, therefore, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the powers and authorities vested in me by the Public Works Act, 1908, and of every other power and authority in anywise enabling me in this behalf, do hereby proclaim and declare that the land described in the Schedule hereto is hereby taken for the purposes of a river-diversion; and I do also hereby declare that this Proclamation shall take effect on and after the first day of February, one thousand nine hundred and nineteen.

Regulations under the Post and Telegraph Department Act, 1918.—Promotion Board.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this twenty-first day of January, 1919.
Present:
THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING IN COUNCIL.
IN pursuance and exercise of the power and authority conferred by the Post and Telegraph Department Act, 1918 (hereinafter termed “the said Act”), His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the regulations set forth in the Schedule hereto for the purpose of prescribing the time and method of the election of the elective member of the Post and Telegraph Promotion Board constituted under the said Act.
SCHEDULE.
REGULATIONS.

IN these regulations, if not inconsistent with the context, “the Board” means the Promotion Board constituted under the Post and Telegraph Department Act, 1918.

The elective member of the Board shall be elected by ballot to be taken on the second Wednesday in February, 1919, and on the same day in every third year thereafter. Such member shall hold office until his successor comes into office.

As soon as possible after the 1st day of January, 1919, and thereafter at the same period in every third year, there shall be prepared by the Secretary, Post and Telegraph Department, an alphabetical list of voters, comprising the officers of the Post and Telegraph Department. Such list shall be retained at the General Post Office, and may be inspected prior to the date of election by officers entitled to vote.

Only officers whose names are on such list shall be entitled to vote; provided that the validity of any election shall not be questioned on the ground that a name wrongly appears on such list or has been omitted therefrom.

The Returning Officer for the election shall be the Chief Inspector, Wellington, or the person for the time being performing the duties of such Chief Inspector. There shall be two Scrutineers—namely, the Assistant Postmaster, Wellington, and the Assistant Superintendent of the Telegraph Office, Wellington, or the person or persons performing the duties of either or both of those officers.

Candidates for election shall be nominated in writing by not less than three officers entitled to vote, and nominations must reach the Returning Officer at Wellington on or before the last Wednesday of January in each election year. The consent of the candidate to nomination must appear on the face of the nomination-paper and be signed by him.

Should there be only one nomination, the officer nominated shall be declared to be duly elected.

Should there be more than one nomination, a poll shall be taken on the second Wednesday in February.

After the date for receiving nominations is past, the Returning Officer shall cause ballot-papers, in the form or to the effect of the following, to be printed and supplied to all officers entitled to vote:—
Election for Member of Promotion Board under the Post and Telegraph Department Act, 1918.
Brown, James.
Hunter, Charles Richard.
Jones, John.
Morgan, Edward.
Robinson, George.
Smith, William.
NOTES.—The voter may vote for only one candidate. The voter is to strike out, by drawing a line through the name with pen and ink or with pencil, the name of every candidate for whom he or she does not intend to vote.
The voter must take care not to leave uncancelled the names of more than one candidate; otherwise the vote will be invalid. The ballot-paper is to be folded up so that the contents cannot be seen, and is to be transmitted to the Returning Officer.
- The ballot-paper shall contain a list of all the persons nominated (and of no other person), each person’s name being inserted once only, and the list being arranged alphabetically in the order of the candidates’ surnames. Each paper shall
