Exercise of Electors' Rights by Seamen at Special Licensing
Poll.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this eleventh
day of March, 1919.
Present:
THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING
IN COUNCIL.
WHEREAS by section three hundred and four of the
Licensing Act, 1908, the Governor-General in Council
is empowered to make regulations for the guidance of Returning
Officers and other persons engaged in the conduct of
licensing polls and prescribing whatever he thinks necessary
in order to give effect to that Act:
And whereas the licensing poll authorized by the Licensing
Amendment Act, 1918, is about to take place on the tenth
day of April, one thousand nine hundred and nineteen:
And whereas by section four of that Act it is provided that
such licensing poll shall be taken in the same manner as if it
were taken simultaneously with an electoral poll on a general
election of members of Parliament, and that the provisions
of the Legislature Act, 1908, shall apply accordingly, with all
necessary modifications, so far as may be necessary for the
purposes of such licensing poll:
And whereas the Legislature Act, 1908, in its application
to such licensing poll is subject to necessary modification in
respect of the exercise under section ninety-one thereof of
electors' rights issued to seamen:
And whereas it is necessary to make provision accordingly
in order to give due effect to the provisions of the Licensing
Amendment Act, 1918, with regard to the said licensing poll:
Now, therefore, His Excellency the Governor-General of
New Zealand, in the exercise of the authority conferred upon
him by section three hundred and four of the Licensing Act,
1908, and of all other powers and authorities enabling him
in that behalf, and acting by and with the advice and consent
of the Executive Council of that Dominion, doth hereby make
the following regulations for the purposes aforesaid.
REGULATIONS.
- An elector's right issued to a seaman under section 89 of
the Legislature Act, 1908, may, for the purposes of the special
licensing poll to be taken under the Licensing Amendment
Act, 1918, on the 10th day of April, 1919, be exercised in
accordance with section 91 of the Legislature Act, 1908, at
any time after the 20th day of March, 1919, and before the
hour of closing the poll on the polling-day. - Every reference in section 91 of the Legislature Act,
1908, to the day of the issue of a writ shall be read accordingly
as a reference to the 20th day of March, 1919.

Amending Order in Council fixing the Maximum Price of
Flour.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this eleventh
day of March, 1919.

THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING
IN COUNCIL.
WHEREAS by the Regulation of Trade and Commerce
Act, 1914, it is enacted that at any time when His
Majesty is at war with any foreign State the Governor-General
may, by Order in Council gazetted, fix and determine the
maximum price in New Zealand of any class of goods:
And whereas, in pursuance of the authority so conferred
on him, the Governor-General did, by Order in Council dated
the sixteenth day of April, one thousand nine hundred and
eighteen, fix and determine, inter alia, the maximum price
of flour in New Zealand:
And whereas it is now expedient to amend the said Order
in Council in the manner hereinafter set forth:
Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, in pursuance and exercise of
the authority conferred on him as aforesaid, and acting by
and with the advice and consent of the Executive Council
of that Dominion, doth hereby amend the said Order in Council
of the sixteenth day of April, one thousand nine hundred
and eighteen, in the manner set forth in the Schedule hereto;
and, in further pursuance and exercise of the said authority,
doth hereby declare that this Order in Council shall come
into operation on the day after the publication thereof in
the New Zealand Gazette.
SCHEDULE.
Clauses 1 and 3 of the First Schedule to the said Order in
Council are hereby amended by omitting the words "shall
be Β£15 10s. per ton," and substituting therefor the words
"shall be Β£15 per ton."
