of the road running southerly from the coast-line to the northern boundary of Section 384 of the said Block II; towards the east generally along the said side of the last-mentioned road (following its western bend in Section 384 aforesaid) to its junction at Kukumoa Cutting with the road running in a south-easterly direction; thence by a right line to the north-eastern corner of Section 404, Block VI, Opotiki Survey District; thence to and by the northern boundary of Block VI aforesaid to its intersection with the western boundary of Block VII, Opotiki Survey District; thence towards the east by the western boundary of that block to its south-eastern corner; thence towards the south generally by the northern boundary of Block X, Opotiki Survey District, to the western boundary of Section 399, Block X aforesaid; thence by the western boundary of that section, the north-eastern, southern, and western boundaries of Section 490, the northern boundary of Section 489, Block X, to a public road forming the north-western boundary of that section; thence towards the west generally by that road to the place of commencement.

Amendment in the Regulations for Native Schools.

At the Government Buildings at Wellington, this twenty-fifth day of February, 1919.

IN pursuance and exercise of the powers and authorities vested in him by the Education Act, 1914, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the amendments set out in the Schedule hereto in the regulations under the said Act made by Order in Council dated the twelfth day of April, one thousand nine hundred and fifteen; and, with the like advice and consent, doth prescribe that this Order shall come into force on the date of the first publication thereof in the New Zealand Gazette.
SCHEDULE.
REGULATIONS FOR NATIVE SCHOOLS.
XVIII.—Scholarships.
CLAUSE 1 of the subsection relating to junior scholarships for Maori children attending Native village schools is hereby amended by the insertion, after the words “The Government provides places,” of the words “of the annual value of £30.”
Clause 1 of the subsection relating to junior scholarships for Maori children attending other than Native village schools is hereby amended by substituting “£30” for “£20” therein.

- Cancelling Conditions as to setting back the Building-line of Portions of Washington Avenue in the City of Wellington, imposed by Orders in Council under Section 117 of the Public Works Act, 1905, and Section 117 of the Public Works Act, 1908.*

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this twenty-fifth day of February, 1919.

WHEREAS by section three, subsection one, of the Public Works Amendment Act, 1908, it is, inter alia, enacted that when by any Order in Council issued in pursuance of section one hundred and seventeen of the Public Works Act, 1908, or under section one hundred and seventeen of the Public Works Act, 1905, as amended by section three of the Public Works Amendment Act, 1906, conditions have been imposed with respect to the building-line in the case of any street or road exempted from the provisions of those sections, the Governor-General may from time to time by Order in Council, on the application of the local authority having control of that road or street, amend the first-mentioned Order in Council by cancelling or varying the conditions so imposed thereby, and any such cancellation or variation may extend to the whole or to any part or parts of the said road or street:
And whereas by Orders in Council dated the first day of April, one thousand nine hundred and eight, and the seventh day of June, one thousand nine hundred and fifteen, and published in the New Zealand Gazette Nos. 28 and 73, of the ninth day of April, one thousand nine hundred and eight, and the tenth day of June, one thousand nine hundred and fifteen, respectively, exempting the portions of Washington Avenue described in the Schedules thereto (hereinafter referred to as “the said portions of street”) from the provisions of section one hundred and seventeen of the Public Works Act, 1905, and section one hundred and seventeen of the Public Works Act, 1908, conditions were imposed “that no building or part of a building shall at any time be erected on either side of the said portions of street within a distance of thirty-three feet from the centre-line of the said street”:
And whereas the Wellington City Council, the local authority having control of the said portions of street, has made application that the said Orders in Council may be amended by cancelling the conditions subject to which the said portions of street were exempted:
And whereas it is desirable that such application should be granted:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the powers conferred by the Public Works Amendment Act, 1908, and of all other powers in anywise enabling him in this behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby amend the said Order in Council by cancelling the said conditions—viz., “that no building or part of a building shall at any time be erected on either side of the said portions of street within a distance of thirty-three feet from the centre-line of the said portions of street.”

Consenting to the Raising of Loans by certain Local Authorities.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this twenty-fifth day of February, 1919.
Present:
THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING IN COUNCIL.
WHEREAS by section twenty-six, subsection one, of the Appropriation Act, 1915, it is provided that, notwithstanding any Act to the contrary, it shall not be lawful or competent for any local authority or for any Harbour Board, during the present war with Germany, to borrow or contract to borrow any money (otherwise than by way of bank overdraft within the limit of its powers, if any, in that behalf), whether from the State Advances Office or from any other source whatever, and whether in pursuance of a special Act or under any other authority whatever, without the precedent consent of the Governor-General in Council:
And whereas application has been made for the consent of the Governor-General in Council to enable the several local authorities mentioned in the Schedule hereto to borrow the loans set out in column “B” therein:
And whereas it is expedient that the precedent consent of the Governor-General in Council should issue:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby consent to the raising of the loans hereinafter mentioned by the several local authorities set out in the Schedule hereto, provided that the rate of interest at which the loans or any of them are to be raised shall in no case produce to the lender a return exceeding five and one-quarter pounds per centum per annum; and it is hereby declared that this Order in Council is made under the provisions in that behalf of the Appropriation Act, 1915, and shall operate accordingly as a consent of the Governor-General in Council to the raising of the loans hereby authorized.
