Consenting to the Raising of Loans by certain Local Authorities.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this fourth day
of February, 1919.

Present:
THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING
IN COUNCIL.

WHEREAS by section twenty-six, subsection one, of
the Appropriation Act, 1915, it is provided that,
notwithstanding any Act to the contrary, it shall not be
lawful or competent for any local authority or for any Harbour
Board, during the present war with Germany, to borrow or
contract to borrow any money (otherwise than by way of
bank overdraft within the limit of its powers, if any, in that
behalf), whether from the State Advances Office or from any
other source whatever, and whether in pursuance of a special
Act or under any other authority whatever, without the
precedent consent of the Governor-General in Council:

And whereas application has been made for the consent of
the Governor-General in Council to enable the several local
authorities mentioned in the Schedule hereto to borrow the
loans set out in column B therein:

And whereas it is expedient that the precedent consent of
the Governor-General in Council should issue:

Now, therefore, His Excellency the Governor-General of the
Dominion of New Zealand, acting by and with the advice and
consent of the Executive Council of the said Dominion,
doth hereby consent to the raising of the loans hereinafter
mentioned by the several local authorities set out in the
Schedule hereto, provided that the rate of interest at which
the loans or any of them are to be raised shall in no case
produce to the lender a return exceeding five and one-quarter
pounds per centum per annum; and it is hereby declared that
this Order in Council is made under the provisions in that
behalf of the Appropriation Act, 1915, and shall operate
accordingly as a consent of the Governor-General in Council
to the raising of the loans hereby authorized.

Extending Prohibition of Alienation of certain Native Lands
other than Alienation in favour of the Crown.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this fourth day
of February, 1919.

IN COUNCIL.

ON the recommendation of the Native Land Purchase
Board, referred to in section three hundred and sixty-
three of the Native Land Act, 1909, and in exercise of the
power in this behalf conferred upon him by that section, and
by section one hundred and eleven of the Native Land Amend-
ment Act, 1913 (as amended by section eight of the Native
Land Amendment and Native Land Claims Adjustment Act,
1916), His Excellency the Governor-General of the Dominion
of New Zealand, acting by and with the advice and consent
of the Executive Council thereof, doth hereby extend for a

further period of eighteen months the Order in Council dated
the thirtieth day of July, one thousand nine hundred and
seventeen, and gazetted the ninth day of August, one thou-
sand nine hundred and seventeen, prohibiting all alienation
of the Native lands specified in the Schedule hereto other
than alienation in favour of the Crown.

License authorizing Mr. Joseph D. Winter, of Cromwell,
Hotelkeeper, to erect Electric Lines within the Borough of
Cromwell.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this fourth
day of February, 1919.

Present:
THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING
IN COUNCIL.

WHEREAS by section two of the Public Works Amend-
ment Act, 1911, it is provided that no person shall
lay, construct, place, put up, or use any electric line except
under the authority of a license issued by the Governor-
General in Council under that Act:

And whereas Joseph D. Winter, of Cromwell, hotelkeeper
(hereinafter referred to as "the licensee"), desires to erect
electric lines along the route hereinafter described, and it
is expedient accordingly to issue a license in respect thereof
under the said section:

Now, therefore, in pursuance and exercise of the powers
conferred upon him by the said section, and of all other
powers in anywise enabling him in that behalf, His Excel-
lency the Governor-General of the Dominion of New Zea-
land, acting by and with the advice and consent of the
Executive Council of the said Dominion, doth, subject to
the conditions set forth in the Schedule hereto and to the
regulations (except clause seventeen thereof, which is replaced
by clause three of the Schedule hereto, to which all refer-
ences in the regulations to clause seventeen shall apply) made
under section two of the aforesaid Act, and published in
the New Zealand Gazette dated the twenty-ninth day of
April, one thousand nine hundred and fifteen, and herein-
after referred to as "the regulations," hereby authorize the
licensee to erect and maintain electric lines for lighting pur-
poses along the route hereinafter described.

SCHEDULE.

  1. THE ROUTE OF THE ELECTRIC LINES AUTHORIZED.
    That route commencing from a point in Section 2, Block II,
    Town of Cromwell, then by a line at a right angle to Melmore
    Street across that street to the dynamo-shed on a site imme-
    diately opposite the section aforesaid. As the said route is
    more particularly indicated on the plan marked P.W.D. 45197,
    deposited in the office of the Minister of Public Works at
    Wellington, in the Land District of Wellington, and thereon
    shown by means of red lines.

  2. SYSTEM OF SUPPLY.
    The system of supply shall be as described in paragraph (a)
    (1) of clause 2 of the regulations.
    The generating voltage shall be approximately 110 volts
    between the terminals.

  3. COVERING OF OVERHEAD LINES.
    Electric lines at low pressure shall be covered throughout
    with triple braiding, thoroughly impregnated with weather-
    proof compound; provided that where circumstances permit
    the lines may, with the previous consent of the Minister
    obtained and before the work is commenced, be bare.
    Electric lines at high pressure shall be insulated with vulcan-
    ized rubber of at least 600 megohm grade; provided that
    where circumstances permit the lines may, with the previous
