Consenting to the Assignment by Robert Ellis, of Brightwater,

of his Rights, Powers, and Privileges under the Licenses
dated the 23rd June, 1913, and the 17th April, 1916, to
Ernest McLaren McPherson, Arthur William Newth, and
Sydney Higgins.

ORDER IN COUNCIL.
At the Government House at Wellington, this twenty-eighth
day of October, 1919.

His Excellency The Governor-General in Council.
IN pursuance and exercise of the powers vested in him
by clause six of the license dated the twenty-third
day of June, one thousand nine hundred and thirteen,
authorizing Robert Ellis, of Brightwater, flour-miller, to
use water from the Wairoa River for the purposes of
generating electricity and to erect electric lines, and
clause forty-nine of the regulations relating to electric lines
published in the New Zealand Gazette of the twenty-fifth
day of September, one thousand nine hundred and nineteen,
and of all other powers in anyway enabling him in this behalf,
His Excellency the Governor-General of the Dominion of
New Zealand, acting by and with the advice and consent of
the Executive Council of the said Dominion, doth hereby
consent to the assignment to Ernest McLaren McPherson,
of Wakefield, merchant, Arthur William Newth, of Wake-
field, sawmiller, and Sydney Higgins, of Spring Grove, farmer,
trading under the name of the Waimea Electric Supply and
Flour-mills Company, by Robert Ellis, of Brightwater, flour-
miller, of the licenses dated the twenty-third day of June,
one thousand nine hundred and thirteen, and the seventeenth
day of April, one thousand nine hundred and sixteen, and
of the rights, powers, and privileges of the said Robert Ellis
under such licenses authorizing the said Robert Ellis to use
water from the Wairoa River for the purpose of generating
electricity and to erect electric lines within the Borough of
Richmond and portion of the Waimea County, in accordance
with the memorandum of agreement entered into between
the parties aforesaid on the twenty-seventh day of March,
one thousand nine hundred and eighteen.

Consenting to the Raising of Loans by certain Local Authorities.
LIVERPOOL, Governor-General.
ORDER IN COUNCIL.
At the Government House at Wellington, this twenty-eighth
day of October, 1919.
Present:
His Excellency The Governor-General in Council.
WHEREAS by section twenty-six, subsection one, of
the Appropriation Act, 1915, it is provided that,
notwithstanding any Act to the contrary, it shall not be
lawful or competent for any local authority or for any
Harbour Board, during the present war with Germany, to
borrow or contract to borrow any money (otherwise than by
way of bank overdraft within the limit of its powers, if any,
in that behalf), whether from the State Advances Office or
from any other source whatever, and whether in pursuance
of a special Act or under any other authority whatever,
without the precedent consent of the Governor-General in
Council:
And whereas application has been made for the consent
of the Governor-General in Council to enable the several
local authorities mentioned in the Schedule hereto to borrow
the sums set out in column B therein:
And whereas it is expedient that the precedent consent of
the Governor-General in Council should issue:
Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, acting by and with the advice
and consent of the Executive Council of the said Dominion,
doth hereby consent to the raising of the loans hereinafter
mentioned by the several local authorities set out in the
Schedule hereto, provided that the rate of interest at which
the loans or any of them are to be raised shall in no case
produce to the lender a return exceeding five and one-quarter
pounds per centum per annum; and it is hereby declared
that this Order in Council is made under the provisions in
that behalf of the Appropriation Act, 1915, and shall operate
accordingly as a consent of the Governor-General in Council
to the raising of the loans hereby authorized.

ORDER IN COUNCIL.
At the Government House at Wellington, this twenty-eighth
day of October, 1919.
Present:
His Excellency The Governor-General in Council.
WHEREAS by section sixty-nine of the Rabbit Nuisance
Act, 1908 (hereinafter termed "the said Act"), as
amended by the Rabbit Nuisance Amendment Act, 1918, it
is provided that the Governor-General may from time to time,
by Order in Council gazetted, on petition in that behalf from
a majority of the ratepayers therein, constitute and declare
any part of New Zealand defined in such Order in Council a
district for the purposes of Part III of the said Act:
And whereas a petition in accordance with the provisions
of the said Act has been received, asking that the lands
described in the Schedule hereto be constituted and declared
a rabbit district for the purposes of Part III of the said Act:
Now, therefore, His Excellency the Governor-General of the
Dominion of New Zealand, in pursuance and exercise of the
powers and authorities conferred on him by the said Act and
its amendment, and acting by and with the advice and consent
of the Executive Council of the said Dominion, doth hereby
constitute by the specific name of "The Hairini Rabbit
District" and declare that part of New Zealand defined in the
Schedule hereto to be a district for the purposes of Part III
of the said Act, and doth hereby fix the number of members
of which the Board of Trustees for the said district shall
consist in terms of the said Act at six members.
SCHEDULE.
ALL that parcel of land bounded by a line commencing at the
intersection of the south-eastern boundary of Lot 131, Parish
of Punui, and the Mangahoe River; thence in a south-
easterly direction by the Mangahoe River to the junction of
the Parawera-Puahue Road; thence in a north-easterly direc-
tion by the Parawera-Puahue Road to the junction of the
Puahue-Te Awamutu Road; thence in a north-westerly
direction by the Puahue-Te Awamutu Road to the junction
of the north-western boundary of Puahue Lot 11; thence in
a north-easterly direction by the north-west boundary of
Puahue 11; thence in a north-westerly direction by the
south-west boundary of Puahue 1M; thence in a north-easterly
direction by the north-west boundary of Puahue 1M; thence
in a north-easterly direction by the south-east boundary of
the north-east portion of Puahue Lot No. 1N to confiscation
boundary; thence in a north-easterly direction by the con-
fiscation boundary to the junction of the north-east boundary
of Lots 158; thence in a north-west direction by the north-
east boundaries of Lots 158, 157, 156, to the intersection of
the Mangapiko River; thence generally in a westerly direction
following the Mangapiko River to the junction of the northern
boundary of Lot 249, Parish of Punui; thence in a south-
easterly direction by the north-east boundaries of Lots 268,
277, and 130, Parish of Punui; thence in a south-easterly
direction by the south-west boundaries of Lots 130 and 131
to commencing-point.
