Financial Instructions and Allowance Regulations for the New Zealand Military Forces.

LIVERPOOL, Governor-General.

IN pursuance and exercise of the powers and authority conferred on me by the Defence Act, 1909, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor-General of the Dominion of New Zealand, do hereby revoke a certain regulation made on the thirty-first day of May, one thousand nine hundred and seventeen, and shown in the Schedule hereto, and do also make an additional regulation as shown in the said Schedule; and I do hereby declare that such revocation shall take effect and such regulation come into force as from the first day of April, one thousand nine hundred and eighteen.

SCHEDULE.

REGULATION 15 of the 31st May, 1917, is hereby revoked, and the following regulation substituted in lieu thereof:—

“15. The following shall be the establishment of the New Zealand Army Pay Corps:—

  • 5 Warrant Officers.
  • 2 Staff Quartermaster-Sergeants.
  • 6 Staff Sergeants.
  • 12 other ranks.”

Vesting the Control of a Scenic Reserve in the Silverstream Scenic Board.

LIVERPOOL, Governor-General.

IN pursuance and exercise of the powers and authorities conferred upon him by section thirteen of the Scenery Preservation Act, 1908, His Excellency the Governor-General of the Dominion of New Zealand doth hereby vest the control of the reserve described in the Schedule hereto (being land reserved under the said Act), for the period of three years from the date hereof (unless previously altered or revoked under the said Act), in the undermentioned persons, namely,—

JOSHUA CHARLESWORTH, Wallaceville ;
WILLIAM BURTT LEES, Heretaunga ;
PETER ROBERTSON, Upper Hutt ;
OSWALD STEPHEN WATKINS, Lower Hutt ; and
THE COMMISSIONER OF CROWN LANDS FOR THE WELLINGTON LAND DISTRICT (ex officio),

who are hereby constituted for that purpose a special Board by the name of the Silverstream Scenic Board (herein referred to as “the Board”), in trust for the preservation of scenery, and with the powers and subject to the conditions hereinafter contained, that is to say,—

  1. The Board shall meet for the transaction of business on the fourth Monday in the months of January, April, July, and October in each year, at three o’clock p.m., at the District Lands Office, Wellington, or at such other time or place as may from time to time be fixed by the Board. The first meeting shall be held on Monday, the 27th day of January, one thousand nine hundred and nineteen.

  2. The Commissioner of Crown Lands shall be the Chairman of the Board, and may join in the discussion, and shall have an original as well as a casting vote.

  3. Special meetings may be convened by the Chairman, provided that two days’ notice of such meeting is given to each member, specifying the business to be transacted at such special meeting; and no other business than that so specified shall be transacted at such meeting.

  4. Any three members of the Board shall form a quorum. Any meeting may be adjourned from time to time.

  5. All questions shall be determined by the majority of votes of the members of the Board present at a meeting.

  6. If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose one of their number to be chairman of such meeting. \

  7. If, by resignation, death, incapacity, or otherwise, the seat of any member shall be or become vacant, or if any member absents himself, without reasonable cause, from three consecutive meetings of the Board, the Governor-General shall have power to appoint any other person to be a member of the Board in his stead.

  8. The Board shall prepare and submit at an annual meeting to be held in the month of April in each year a report of the proceedings of the Board for the previous year ending on the thirty-first day of March, together with a statement of the receipts and expenditure of the Board for such year. A copy of every such report and statement, certified by the Chairman to be correct, shall be sent to the Minister in Charge of Scenery Preservation as soon as possible after each annual meeting.

  9. The Board shall control the said reserve in accordance with the provisions of the said Act and of the regulations made thereunder.

SCHEDULE.

SILVERSTREAM SCENIC RESERVE.

ALL that area in the Wellington Land District, containing by admeasurement 60 acres 3 roods 20 perches, more or less, being part of Section 209, Hutt District, Block IV, Belmont Survey District. Bounded towards the north-east by other part of the said Section 209; towards the south-east by the Hutt River; towards the south-west by Section 269, Hutt District; and towards the north-west by Section 19: being all the land described in certificate of title, Vol. 174, folio 197, Wellington Land Registration District.

Also all that area in the Wellington Land District, containing by admeasurement 104 acres 3 roods 27 perches, more or less, being parts of Sections Nos. 269 and 270, Hutt District (Block IV, Belmont Survey District). Bounded towards the north-east by part of Section No. 209, 3956·7 links; towards the south-east by the Hutt River; towards the south by part of Section No. 196, 4250 links; towards the west by other part of said Section No. 270, bearing 41° 35′, 299·3 links, 99° 6′, 1097·6 links, 22° 17′, 965·6 links; thence by other part of said Section No. 269, bearing 22° 17′, 118 links, 326° 51′, 822·5 links, 332° 13′, 616·5 links, 36° 58′, 1145·8 links, and 49° 41′ 45″, 1308·7 links, to the point of commencement: be all the aforesaid linkages more or less. As the same is delineated on the plan marked S.G. 53872/30, deposited in the Head Office, Department of Lands and Survey, at Wellington, and thereon bordered green.
