Importation of Animal Hair from the United Kingdom and from the Commonwealth of Australia.—Notice No. 1914.

LIVERPOOL, Governor-General.

ORDER IN COUNCIL.

At the Government Buildings at Wellington, this eighteenth day of February, 1918.

Present:

THE RIGHT HONOURABLE W. F. MASSEY, P.C., PRESIDING IN COUNCIL.

WHEREAS by section nineteen of the Stock Act, 1908 (hereinafter termed “the said Act”), it is provided that the Governor-General may from time to time, by Order in Council gazetted, make regulations prohibiting or restricting the importation or introduction of stock, or of any one or more kinds of stock, into New Zealand, either generally or from such countries, colonies, or places as may appear to him necessary or expedient for the purpose of preventing the introduction into New Zealand of any disease affecting stock:

And whereas by Order in Council dated the fourth day of October, one thousand nine hundred and fifteen, and published in the Gazette of the seventh day of October, one thousand nine hundred and fifteen, the importation into New Zealand of animal hair was absolutely prohibited:

And whereas it is deemed expedient to permit the importation of animal hair from the United Kingdom and from certain States of the Commonwealth of Australia:

And whereas in the opinion of the Governor-General the introduction into New Zealand of animal hair from the United Kingdom and from the States of New South Wales, Victoria, South Australia, and Tasmania except in the manner hereinafter provided is likely to introduce such disease into New Zealand:

Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the powers and authorities conferred upon him by the said Act, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby permit the introduction into New Zealand of animal hair from the countries aforesaid, subject to the provisions of the regulations under the said Act made on the fourth day of October, one thousand nine hundred and fifteen; provided that every consignment of such animal hair is accompanied by the declaration herein prescribed:

And, in further pursuance and exercise of the powers conferred on him as aforesaid, and acting with the like advice and consent, doth hereby declare that this Order in Council shall be read together with and form part of the aforesaid regulations gazetted on the seventh day of October, one thousand nine hundred and fifteen, and shall come into force on the date of its publication in the Gazette.

REGULATIONS.

  1. WHEN any consignment of animal hair is to be forwarded to New Zealand, the owner or person in charge of the works where such animal hair is prepared as hereinafter set forth must make a statutory declaration (which shall accompany such animal hair to the Dominion) in the form in the Schedule hereto, stating, inter alia, that the requirements specified in paragraphs (a) to (e) of this Order in Council have been faithfully complied with, viz.:

(a.) That all hair other than “drafts” or “drawn” hair has been sterilized by being boiled in clean water before or after curling, for not less than ninety minutes; or has been placed in an enclosed vat and subjected to an ample supply of steam from a steam boiler for not less than ninety minutes.

(b.) That all “drafts” or “drawn” hair has been sterilized by immersing for not less than ninety minutes in a solution containing not less than one part of formalin (of a strength of 40 per cent. formaldehyde) to each forty parts of clean water by volume.

(c.) That the said consignment has not been in contact, after having been sterilized, with any animal hair which has not been sterilized as aforesaid, or with any other substance or matter likely to convey disease.

(d.) That during the preparation or treatment of any animal hair contained in any consignment as aforesaid such consignment and the works were at all times open to inspection by the Inspector or any duly authorized officer.

(e.) That the bags, packs, or packages in which the said consignment is contained have never previously been used for any purpose whatsoever.

  1. The above-mentioned declaration shall be delivered (a) to the New Zealand Government Veterinary Inspector in London, or any other duly appointed veterinary officer in Great Britain (in the case of shipments of animal hair from the United Kingdom); (b) to the New Zealand Inspector of Manure-sterilizing in Sydney, or to any Government Veterinarian or Inspector of Stock of that State nominated by him (in the case of shipments of animal hair from New South Wales); or (c) to a Government Veterinarian or Inspector of Stock of the State in which the works are situated (in the case of shipments of animal hair from the States of Victoria, South Australia, or Tasmania); in time to allow such officer named to satisfy himself as to its accuracy.

  2. (a.) Before commencing or resuming the preparation of animal hair for export to the Dominion, three clear days’ notice shall be given to the officer named in clause 2 hereof, such notice to contain particulars of the consignment it is intended to prepare.

(b.) Such officer, after having satisfied himself that the foregoing requirements of these regulations have been complied with, shall countersign the declaration, and forthwith return it to the owner or person in charge of the works, who shall forward such declaration to the Dominion with the consignment to which it relates.

SCHEDULE.

MANUFACTURER’S DECLARATION TO ACCOMPANY ANIMAL HAIR EXPORTED TO NEW ZEALAND.

I, , do solemnly and sincerely declare as follows:—

(1.) That the undermentioned consignment of animal hair has been duly treated as required by the Stock Act, 1908 (New Zealand), and the regulations thereunder, at the works at , of which I am owner [or manager].

(2.) That the requirements specified in paragraphs (a) and (b) of clause 1 of the Order in Council made under the above-mentioned Act, dated the day of , 191, have been fully complied with.

Particulars of Consignment.

Transfer of Pihama Patriotic League’s Fund to the Taranaki Provincial War Relief Association, incorporated under the War Funds Act, 1915.

WHEREAS by section thirteen of the War Funds Act, 1915 (hereinafter referred to as “the said Act”), it is provided that any person, society, or trustees (whether such society or trustees are incorporated or not) having control of any war fund may, with the consent of the Governor-General in Council, transfer such fund to any other society or trustees incorporated pursuant to section twelve of the said Act, to be applied by such last-mentioned society or trustees for the purposes for which such last-mentioned society or trustees were incorporated, notwithstanding that such purposes may not be identical with the purposes for which the fund to be transferred was established; provided that consent shall not be given to any application under this section unless the
