ORDER IN COUNCIL.
At the Government House at Wellington, this nineteenth
day of December, 1918.

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS it is provided by section three of the Licensing
Amendment Act, 1918, that on a day not later than
the thirtieth day of April, one thousand nine hundred and
nineteen, to be fixed by the Governor-General in Council, there
shall be taken a poll (in the said Act referred to as the special
licensing poll) of the electors of each electoral district consti-
tuted under the Legislature Act, 1908, upon the proposals
that national prohibition with compensation shall come into
force throughout New Zealand, or that licenses for the sale of
intoxicating liquor shall continue to be granted subject to the
provisions of the Licensing Act, 1908 :
Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, in pursuance and exercise of
the powers conferred on him in that behalf, and acting by
and with the advice and consent of the Executive Council
of that Dominion, doth hereby fix the tenth day of April,
one thousand nine hundred and nineteen, as the date on which
the special licensing poll shall be taken.

Regulations as to the Special Licensing Poll to be taken under
the Licensing Amendment Act, 1918, and the Taking of the
Votes of Members of the New Zealand Expeditionary Forces
for the Purposes thereof.

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by section twelve of the Licensing Amend-
ment Act, 1918 (hereinafter referred to as βthe
said Actβ), special provision is made with respect to the
voting, at the special licensing poll to be taken under the
said Act, of members of any Expeditionary Force under the
Expeditionary Forces Act, 1915, who may be out of New
Zealand or who may be in camps of military training or in
hospitals, sanatoria, or other public institutions on the day
appointed for the taking of the said poll :
And whereas it is further provided by the said section
twelve that the Governor-General may from time to time by
Order in Council make all such regulations as he deems neces-
sary with respect to the taking and recording of the votes
of members of the Expeditionary Forces under the said
section, and for all purposes incidental thereto :
Now, therefore, His Excellency the Governor-General of the
Dominion of New Zealand, in pursuance and exercise of the
powers conferred on him as aforesaid by section twelve of the
said Act, and acting by and with the advice and consent of
the Executive Council of that Dominion, doth hereby make
the regulations set forth in the Schedule hereto.
SCHEDULE.
REGULATIONS.
VOTING BY MEMBERS OF THE EXPEDITIONARY FORCES IN
NEW ZEALAND.

For the purpose of taking the votes of the members of any
Expeditionary Force in New Zealand to whom section 12 of
the said Act applies, the Chief Electoral Officer shall appoint
such polling-places as he thinks fit, and for each such polling-
place shall appoint an Electoral Officer to conduct the poll,
and such clerks (if any) as he deems necessary. -
(1.) Every member of an Expeditionary Force to
whom the said section 12 applies, and who is in New
Zealand on the day fixed for the taking of the special
licensing poll, shall be entitled to vote on producing to the
Electoral Officer his military pay-book, together with a cer-
tificate signed by a military officer or other competent
authority that he is a member of an Expeditionary Force
under the New Zealand Expeditionary Forces Act, 1915,
and that he is for the time being stationed in a camp of
military training or in a hospital, sanatorium, or other
public institution; provided that the Electoral Officer, if
he is satisfied that any person making application for a
voting-paper is entitled to vote under these regulations may
issue to him a voting-paper and accept the vote notwith-
standing that the applicant has not produced a certificate
as required by this clause.
(2.) For the purposes of these regulations every member of
the New Zealand Expeditionary Forces who returns to New
Zealand at any time after the 1st day of February, 1919, and
before the date of the taking of the special licensing poll, and
who is for any reason unable to vote as an elector of any
electoral district, shall be entitled to vote under this clause as
if he were a member of an Expeditionary Force for the time
being stationed in a camp of military training.
(3.) Any person to whom the last preceding subclause
relates may vote at any polling-place in New Zealand on
making before a Returning Officer or Deputy Returning
Officer a declaration that he is entitled to vote under these
regulations. In any such case the Returning Officer or
Deputy Returning Officer shall issue to the applicant a
voting-paper, and, after the voter has recorded his vote, shall,
in the presence of the voter, enclose the voting-paper in an
envelope addressed to the Chief Electoral Officer at Welling-
ton, and shall forthwith forward the same by registered letter
to the Chief Electoral Officer.
- (1.) At the close of the poll the Electoral Officer shall
not count the votes, but shall securely seal the ballot-box or
ballot-boxes, and shall forthwith forward the same to the
Chief Electoral Officer at Wellington.
(2.) He shall also, as soon as practicable, forward to the
Chief Electoral Officer, in a sealed parcel, all documents
used in connection with the poll, and all unused and spoilt
voting-papers.
- The Chief Electoral Officer shall, as soon as practicable
after the receipt of the voting-papers from any polling-place,
count the votes and transmit to the Minister of Justice the
particulars required pursuant to section 13 of the said Act.
