NOVA SCOTIA, SOUTH COAST. HALIFAX APPROACH.
BELL-BUOY ESTABLISHED.

Position.—In the fairway, at a distance of about 3 cables westward from Neverfail Shoal. Lat. 44° 33′ 15″ N., long. 63° 31′ 44″ W.

Description. A bell-buoy painted in black and white vertical stripes.

BRITISH COLUMBIA. VANCOUVER HARBOUR ENTRANCE.

(1.) Prospect Bluff. Alteration in Traffic Signals.

Position.—Lat. 49° 18¾′ N., long. 123° 8½′ W.

The traffic signals formerly made from a signal-mast on Prospect Bluff have been altered, and are now as follows:

(a.) Inbound Vessels. Signals shown from southern yard-arm.—

Signal. Signification.
By Day:
One black ball . . . . Single vessel.
Two black balls placed Vessel with a tow.

Three black balls forming a Single vessel and
triangle (apex up) vessel with a tow.

By Night: White lights are substituted for the balls.

(b.) Outbound Vessels. Signals shown from northern yard-arm.—

Note.—These signals can be seen immediately after rounding Brockton Point outbound and from all points seaward inbound.

(2.) Brockton Point. Traffic Signals discontinued.

Position.—Lat. 49° 18′ N., long. 123° 7′ W.

Details.—The traffic signals formerly shown from Brockton Point have been discontinued.

Remarks.—The note relating to traffic signals on the plan of First Narrows on Chart No. 922 is to be expunged, and a note “Traffic Signals” is to be inserted on the charts against Prospect Bluff.

ARGENTINA.

RIO DE LA PLATA, SOUTHERN APPROACH. POINT MEDANO.
ALTERATION IN CHARACTER OF LIGHT. BEACON ERECTED NORTHWARD OF. NON-EXISTENCE OF SHOAL REPORTED SOUTH-EASTWARD OF.

(a.) Alteration in character of light:

Position.—Lat. 36° 53½′ S., long. 56° 41′ W.

New Abridged Description.—Lt. gp. occ. (2), ev. 10 secs., 194 ft., vis. 20 m.

Alteration.—The character of the light has been altered from fixed white to group-occulting white showing two eclipses every ten seconds, thus—light 2 secs., eclipse 1 sec.; light 6 secs., eclipse 1 sec.

(b.) Beacon erected:

Position.—At a distance of about 18 miles northward from Point Medano Lighthouse. Lat. 36° 35′ 20″ S., long. 56° 41′ 30″ W.

Description.—Red quadrangular iron pyramid, 52 ft. in height, covered with planks placed horizontally, with upper platform supporting a staff 78 ft. above high water.

(c.) Non-existence of shoal:

Position.—At a distance of about 18 miles south-eastward from Point Medano Lighthouse. Lat. 37° 6′ S., long. 56° 26′ W.

Remarks.—An examination of the locality having failed to reveal any trace of this shoal, it is to be expunged from the charts.

CHINA SEA AND PACIFIC OCEAN.

TRAFFIC REGULATIONS. EXTINCTION OF LIGHTS, AND DISCONTINUANCE OR WITHDRAWAL OF AIDS TO NAVIGATION.

Former notice hereby cancelled.

I. PHILIPPINE ISLANDS.

Manila Bay.

The south channel into Manila Bay is closed to traffic and is protected by mines; this channel extends from Caballo Island on the north to Restinga Point on the south.

The north channel between Corregidor Island and the shore of Bataan Province to the northward is closed to inward-bound traffic from sunset to sunrise, except to certain vessels engaged in public service. Vessels are, however, permitted to leave Manila Bay by the north channel without restriction as to time.

Obedience to the above regulations will be enforced by vessels of the United States Navy and by the shore batteries. Failure to comply with any of the above regulations may result in the destruction of the offending vessels.

Subic Bay.

Subic Bay is closed to traffic; any unauthorized vessel attempting to enter the port does so at her peril.

II. HONG KONG.

Cape Collinson light is extinguished.

Green Island light is normally extinguished, but will be exhibited when the local typhoon signals are hoisted, and will be shown until the signals are hauled down.

III. SWATAU.

The following regulations have been made by the local military authorities at Swatau with reference to the existence of mines in the approaches to that port, and are now in force:—

1. Vessels are forbidden to proceed by the channel northward of Sugar Loaf Lighthouse.

2. All vessels, including men-of-war, must enter and leave the port by the channel to the southward of Sugar Loaf Lighthouse.

3. All vessels, including men-of-war, when entering and leaving, must, when at a distance of 3 miles from Sugar Loaf Lighthouse, slow down to a speed not exceeding 6 knots.

4. Vessels leaving or approaching Sugar Loaf Lighthouse may not anchor within a distance of 4 miles outside and 2 miles inside thereof, nor throw overboard heavy articles, to do so being dangerous.

5. A guardboat will be stationed by the authorities, which in case of changes in the minefield will approach and guide incoming and outgoing steamers.

6. All incoming and outgoing men-of-war and armed steamers should give twenty-four hours’ notice of their expected arrival or departure to the Swatau police.

7. If vessels, including men-of-war, disregard the above rules and thereby incur risks, the local authorities will not accept responsibility.

8. The time for leaving and entering the port is fixed for the hours between 6 a.m. and 6 p.m.

IV. RUSSIAN MARITIME PROVINCE.

All lights are liable to be extinguished and aids to navigation discontinued or withdrawn on the coasts of the Russian Maritime Province.

V. SANDWICH ISLANDS, HONOLULU.

All lights in Honolulu Harbour are extinguished, and the harbour is closed by night.

VI. SOCIETY ISLANDS, TAHITI.

Leading-lights for Papiete Pass are extinguished.

JAPAN.

SOUTH COAST OF HOKKAIDO. FOG-SIGNAL TO BE OPERATED.

Notice is hereby given that the discontinued fog-siren at Shiokubi Zaki Lighthouse, on Shiokubi Zaki, N. side of Tsugaru Strait, Hokkaido, will, being reconstructed, give blasts of 5 seconds duration, separated by silent intervals of 60 seconds, on and after the 1st of September, 1918, thus—blast 5 secs., silent interval 60 secs.; blast 5 secs., silent interval 60 secs.

SOUTH COAST OF HONSHU.

Notice is hereby given that the characters, the candle-powers, and the visibility of the lights of Toba leading-lights, Toba Harbour, Province of Shima, have been changed as follows since the 27th of August, 1918:—

Toba Leading-lights.

The High Light. Character, fixed red; power, 135 candles.

The Low Light. Character, fixed red; power, 135 candles; visible distance, 11 nautical miles in clear night.

INDIA.

BAY OF BENGAL. DHAMRA RIVER ENTRANCE. SHORTT ISLAND. NEW LIGHT ESTABLISHED.

Position.—At a distance of 1·3 cables, 284° (N. 76° W. mag.), from the position of the former light, which has been discontinued. Lat. 20° 46¾′ N., long. 87° 4′ E.
