β¨ Technical School Regulations
Elam School of Art and Masterton Technical School (being the Schools mentioned in Part II of the Eleventh Schedule to the Act).

(1.) For each of the technical schools specified in Part II of the Eleventh Schedule to the Act, there shall be five managers in addition to the managers appointed to represent the Education Board of the district and the committee of the urban school district, pursuant to section 113 of the Act.
(2.) In the case of the Masterton Technical School, the additional members aforesaid shall be elected annually by the persons who were subscribers to the school during the twelve months preceding the election.
(3.) In the case of the Elam School of Art, the additional members aforesaid shall be elected annually by the Elam Trustees and the subscribers (if any) during the twelve months preceding the election.

(1.) The election of managers under the last preceding regulation shall be held in the month of January or the month of February in each year as the managers in office may determine.
(2.) Notice of the time and place of such election shall be given to the electors by or on behalf of the managers.
General.

(1.) For the purposes of the election of managers under these regulations the controlling authority shall, on or before the 1st day of June in each year, furnish to the Minister a statement showing with respect to each technical school under its controlβ
(a.) The name and description of every public association, local authority, or person who has contributed towards the establishment or maintenance of the school during the twelve months ended on the preceding 31st day of March;
(b.) The amount or value of the contribution by each such contributor.
(2.) In the statement of the amounts contributed as aforesaid there shall be included all contributions in money received during the said period, together with all rents and other moneys derived for the benefit of the school from lands, buildings, or other endowments.
(3.) Where any lands or buildings are granted, or the use of any such lands or buildings is given, for the special purpose of encouraging the promotion or increasing the efficiency of a technical school, and no rents or other moneys are derived therefrom by that school, the grantor shall be deemed to contribute a sum equal to the annual value of the property comprised in the grant. Such value shall be determined according to the assessment (if any) of the property for local rates, or, if there is no such assessment, shall be determined by the Minister.

For the purposes of the election or appointment of managers under these regulations the Minister may, if he thinks fit, classify contributors in groups according to the amount of their contributions respectively, and the voting-power of the contributors comprised in each such group shall be determined by the amount contributed by each of them severally.

Within fourteen days after the election or appointment of a manager of a technical school under these regulations the controlling authority shall forward to the Minister a notification of the name and description of such manager.

Every manager of a technical school elected or appointed under these regulations shall come into office on the date of his election or appointment, and shall continue in office until the election or appointment of his successor.

In any case in which an election or an appointment of managers as hereinbefore provided has not been held, the Minister, if he is satisfied that the failure to elect or appoint is not due to any default on the part of the controlling authority or of any contributing body, may fix a time and place for the election or the appointment of managers, and the foregoing provisions of these regulations shall thereafter upon be observed so far as applicable as if the time and place for such election or appointment had been fixed as therein provided. Pending such election or appointment the managers previously elected or appointed shall continue to hold office.

If a manager dies, or (by letter to the controlling authority) tenders his resignation, or becomes bankrupt or of unsound mind, or for a period of three consecutive months fails to attend any meeting of the managers without obtaining leave of absence, or is absent from New Zealand for a period of six consecutive months, he shall cease to be a manager, and the vacancy thereby occurring shall be deemed to be a casual vacancy. Every casual vacancy shall be filled within twenty-one days after the occurring thereof, and the manager filling the same shall hold office only for the residue of the term of the vacating manager. Every vacancy shall be filled by the same electing or appointing body as in the case of the vacating manager. The name of the manager elected or appointed shall be forthwith forwarded to the Minister by the controlling authority.
