Regulations.—Technical Instruction.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this thirtieth day of July,
1918.
Present:
THE HONOURABLE SIR JAMES ALLEN, K.C.B., PRESIDING IN COUNCIL.
IN pursuance and exercise of the powers and authorities vested in him
by the Education Act, 1914 (hereinafter referred to as the Act),
and of all other powers and authorities enabling him in this behalf, His
Excellency the Governor-General of the Dominion of New Zealand, acting
by and with the advice and consent of the Executive Council of the said
Dominion, doth hereby revoke clauses forty-nine to fifty-two inclusive
of the regulations made under the Manual and Technical Instruction Act,
1900, on the fourteenth day of February, one thousand nine hundred
and two, as amended from time to time thereafter (including clause
fifty (a)), as set out in the regulations under the last-mentioned Act of the
seventeenth day of April, one thousand nine hundred and five, and in lieu
thereof doth hereby make the regulations set forth in the Schedule hereto;
and doth prescribe that this Order shall come into force on the date of
the first publication thereof in the New Zealand Gazette.

SCHEDULE.
REGULATIONS FOR THE ELECTION AND APPOINTMENT OF MANAGERS OF
TECHNICAL SCHOOLS.

Technical Schools (not being Schools mentioned in Part II or Part III
of Eleventh Schedule to Education Act).

  1. SUBJECT to the provisions of the Act and of these regulations, the
    Minister shall from time to time determine the number of managers to
    be elected or appointed, pursuant to paragraph (d) of subsection (4) of
    section 113 of the Act, by the controlling authority and by the public
    associations and local authorities (if any) joining in the establishment
    and maintenance of any technical school.
  2. (1.) The managers appointed or elected to represent (a) the con-
    trolling authority, (b) the committee of the urban school district (if any),
    and (c) the public associations and local authorities (if any) joining in
    the establishment and maintenance of a technical school, pursuant to
    the provisions in that behalf of paragraphs (a), (b), and (d) respectively
    of subsection (4) of section 113 of the Act, shall be appointed or elected
    by the bodies concerned in the month of July, August, or September in
    each year, as the controlling authority may in each case determine.
    (2.) The controlling authority shall in the month of June in each
    year give to the electing or appointing body notice of the number of
    members to be elected or appointed by it pursuant to the Act and these
    regulations, together with notice of the month when such election or
    appointment is required to be held or made.
    Election of Managers by Parents of Pupils attending a Technical School.
  3. The election of managers by the parents of pupils attending a
    technical high school, pursuant to paragraph (c) of subsection (4) of sec-
    tion 113 of the Act, shall be conducted in accordance with the following
    provisions, that is to say:—
    (1.) Every such election shall be held during the month of July, or
    August, or September of each year, on a date to be fixed by the con-
    trolling authority.
    (2.) The Secretary of the Board of Managers shall be the Returning
    Officer.
    (3.) For the purposes of each election the Returning Officer shall pre-
    pare a roll, and shall enter therein the name, occupation, and address
    of every person qualified to be enrolled as a parent of a pupil of the
    school. The roll shall be closed at 5 o'clock on the fourteenth day next
    before the day on which any election is to be held, and shall continue to
    be closed until the election is completed.
    (4.) The Returning Officer shall, by advertisement in a newspaper
    circulating in the district, publicly notify not less than fourteen days
    before such election:—
    (a.) The day and hour for the closing of nominations;
    (b.) The number of representatives to be elected;
    (c.) The day and hour for the closing of the election.
    (5.) Every candidate shall be nominated in writing by one or more
    parents entitled to vote for his election. Each such parent may nominate
    any number of candidates not exceeding the number to be elected.
