Amending Regulations made by the Public Service Commissioner for the Examination of Draughtsmen of the Lands and Survey Department.

IN pursuance and exercise of the authority conferred on him by the Public Service Act, 1912, the Public Service Commissioner, with the approval of the Governor in Council, doth hereby revoke the regulations relating to the examination of draughtsmen for a certificate of competency, made on the twenty-fifth day of June and twenty-fourth day of August, one thousand nine hundred and fourteen, and published in the New Zealand Gazette of the ninth day of July and twenty-seventh day of August, one thousand nine hundred and fourteen, respectively, and doth substitute for them the regulations hereinafter set forth.

Such substituted regulations shall have effect from and after the date of publication thereof in the New Zealand Gazette, and shall form the conditions governing the promotion of officers of the computing and draughting staffs of the Lands and Survey Department.


REGULATIONS.

DEFINITION.—“Commissioner” means the Commissioner appointed under the Public Service Act, 1912.

  1. Examinations (limited to officers of the Lands and Survey Department) for certificate of competency as Computer and Draughtsman, as the subjects of Computations and Draughting are practised and understood in the Department of Lands and Survey, shall be held yearly in or about the month of August, at such times and places as the Commissioner may appoint; provided that a sufficient number of candidates for examination shall have sent in applications before the 1st day of June preceding to sit for examination.

  2. The examiner or examiners shall be such person or persons as the Commissioner shall from time to time determine.

  3. There shall be separate papers for and separate certificates issued in connection with each subject.

  4. (1.) The certificate obtainable in each examination shall be of three grades, viz.:

    1st Grade: Qualifying for a salary exceeding £260 per annum.

    2nd Grade: Qualifying for a salary exceeding £165 per annum.

    Elementary: Qualifying for the position of Assistant Draughtsman and a salary exceeding £95 per annum.

(2.) Notwithstanding anything in the foregoing provisions of this regulation, an officer who has obtained a second-grade certificate in each of the subjects of Computations and Draughting as aforesaid shall be qualified to receive a salary exceeding £260 per annum.

(3.) Nothing in these regulations shall be so construed as to entitle an officer to claim as of right any salary which he may be qualified to receive by virtue of these regulations, or so as to deprive an officer of any qualification to receive a salary of more than £260 per annum which he had acquired before the date of these regulations coming into force; provided that an officer who has obtained a partial pass in the Public Service Senior Examination shall, if he completes such examination before the 31st day of March, 1918, be exempted from further examination under these regulations.

(4.) Each candidate passing the examination to the satisfaction of the Commissioner shall be entitled to a certificate accordingly.

  1. The syllabus for the examinations shall be as set out in the Schedules hereto.

  2. In order to obtain a first-grade certificate in Computing, a candidate must gain not less than the following percentages in the subjects set out in Schedule A, viz.:

    In subjects Nos. 1, 2, 3, and 5, 70 per cent.

    In subjects Nos. 6 and 7, 60 per cent.

    In subjects Nos. 4, 8, and 9, 50 per cent.

    And not less than 75 per cent. of the total possible maximum of marks assignable on the whole paper.
