  1. Notwithstanding anything contained in clause 7 hereof, the maximum marks assignable to assistant teachers for organization and management shall be as follows:—
    (a.) An assistant teacher who has held the position of head or sole teacher for at least one year in a school with a yearly average attendance of not less than nine shall be eligible for 10 marks.
    (b.) The senior male assistant and the senior female assistant teacher in a school in Grade VII shall, unless they are otherwise eligible for 15 marks, be eligible for 10 marks.
    (c.) An assistant teacher who has held the position of sole or senior assistant in the secondary department of a district high school with a yearly average attendance of at least twenty secondary pupils shall be eligible for 10 marks.
    (d.) An assistant teacher who has held the position of temporary head teacher of a school in Grade II, or in a higher grade, for a period of at least one year shall, with the approval of the Director, be eligible for 10 marks.
    (e.) An assistant teacher who for a period of at least two years has held the position of head teacher of a school of Grade III, or of a higher grade, shall be eligible for 15 marks.
    (f.) An assistant teacher shall be eligible for 15 marks if he has been head or sole teacher of a school in which the salary allocated to the position at the time he occupied it would, if determined under the present scale of salaries, have placed him in the same group as that in which he is now placed.
    (g.) The assistant mistress placed by the headmaster in charge of the infant department of a school of Grade Vc or upwards, or who has previously held such a position for a period of not less than two years, shall be eligible for 15 marks. For the purpose of this subclause the description “assistant mistress placed by the headmaster in charge of the infant department” shall be held to include the senior teacher in a side school with a yearly average attendance of not less than eighty-one.
    (h.) All other assistant teachers shall be eligible for 5 marks.

  2. Marks for environment shall be awarded for the teacher’s taste and care with respect to the school and its surroundings, and for evidence of the teacher’s value as a useful factor in the life of the community.

  3. Marks for academic attainments shall be based on the class of teacher’s certificate held, and shall be given as follows: For certificate of Class E, 3 marks; Class D, 6; Class C, 9; Class B, 12; Class A, 15.

  4. Teaching service shall be reckoned in accordance with regulations 5 and 6 of the Regulations for the Examination and Classification of Teachers, and shall include service up to the date of grading. For each complete two years of service so reckoned 1 mark up to a maximum of 10 marks shall be assigned.

  5. The quota of additional marks for which provision is made by regulation 7 shall for the respective groups be as follows:—
    For Group 1 a quota of 10 marks.

    ,, 5 ,, 50 ,,

  6. From the grading lists forwarded to the Director of Education shall be compiled annually a general graded list of teachers, which shall be duly published in accordance with the Act before the 30th day of June. Every such general list shall contain—
    (a.) The names of all teachers graded as herein provided, arranged in order, and consecutively numbered in accordance with the totals of the grading marks assigned.
    (b.) The name in each case of the district in which the teacher was graded, the nature of the position occupied, and such other information as the Director may determine.

  7. Each teacher who is graded under these regulations shall be supplied by the Director of Education with the separate marks on which his grading was determined, the information thus supplied to be treated as confidential.

  8. Any teacher who considers that he has a good ground of objection to the position assigned to him on the graded list may, not later than the 31st day of July next following the publication of the list in the New Zealand Gazette, lodge an appeal by letter directed to the Director of Education, Wellington, giving the grounds on which the appeal is based, and every such appeal shall be dealt with as hereinafter provided.

  9. All the appeals from each district shall be referred to an Appeal Board in the district concerned. Such Appeal Board shall consist of
