(a.) The appointment shall be deemed to commence from any date
fixed by the Board following the occurrence of the vacancy.

(b.) From the date of such appointment the person appointed shall
be deemed to be or to have been on leave of absence from such
position.

(c.) Any teacher so appointed shall be entitled to the same rights
and be subject to the same liabilities as if his appointment had
been made in the ordinary course under any provision of the
Education Act, 1914.

  1. For the purpose of determining the rate of salary or allowance
    to be paid to any teacher temporarily appointed or transferred under
    these regulations, the provisions of subclause (2) of clause 1 of the Regu-
    lations relating to the Grading of Public Schools, Staffs, and Salaries of
    Teachers made by Order in Council dated the 21st December, 1914, shall
    not apply, and the salary or allowance in such case otherwise determined
    shall for the purposes of subclauses (4) and (5) of clause 2 hereof be
    deemed to be the salary payable under the Education Act, 1914.

  2. During the currency of these regulations the second proviso to
    subclause (1) of clause 2 and clause 8 (so far as it relates to the reduction
    in the staff of a school) of the regulations referred to in the last pre-
    ceding clause shall be suspended.

  3. (1.) On the 1st January in each year the number of teachers and
    pupil-teachers in any school other than a district high school or in the
    primary department of any district high school shall, subject to any
    modification necessary under the proviso hereto, be determined by the
    yearly average attendance for the year immediately preceding:

Provided that if at the beginning of any quarter it appears that the
average attendance in any such school or department has decreased so
that—

(a.) The mean of the average attendance for the three quarters imme-
diately preceding; or

(b.) The mean of the average attendance for the two quarters imme-
diately preceding; or

(c.) The average attendance for the quarter immediately preceding
has fallen as low as indicated in columns (2), (3), and (4) respectively
of Table C hereto, then the staff shall be reduced to that prescribed for
a school having the average attendance shown in column (5) of that table.

(2.) In reckoning the quarter, or two quarters, or three quarters
immediately preceding for the purposes of subclause (1) hereof, no
account shall be taken of the average attendance for any quarter if it
is shown to the satisfaction of the Minister of Education on the certificate
of the District Health Officer or of a Medical Inspector of Schools that
