case of the master or a member of the crew of a vessel, to
the Registration Officer at the port where that vessel may be.
2. Every certificate of registration under the said Act shall
be in the form R.A.-2 in the Schedule hereto.
3. Every Registration Officer shall keep, in the form R.A.-3
in the Schedule hereto, a record of applications for registration received and certificates of registration issued by him.
4. Every notice by an alien of the change of his place of
abode shall be in the form R.A.-4 in the Schedule hereto.
5. The Register of Aliens shall be compiled and kept in
accordance with the card system, the cards to be arranged
in the alphabetical order of the surnames of the aliens, and
to be kept in cabinets containing such number of boxes as
the Government Statistician from time to time thinks necessary. The boxes shall be numbered consecutively. The
cards shall consist of the duplicates of the applications by
aliens for registration.
6. Every alien shall give the particulars relating to his
personal description set out in the form of application for
registration.
7. Every alien who is unable to write shall, in the presence
of the registration officer, place an impression of his left
thumb on both forms of his application for registration, and
on his certificate of registration, in the space provided for
that purpose.
8. Every alien leaving New Zealand shall deliver up his
certificate of registration to an officer authorized to issue
permits to leave New Zealand, or to a Registration Officer,
who shall forward the same forthwith to the Government
Statistician.
9. The following aliens are hereby exempted from the
operation of the said Act and these regulations:
(a.) All Consuls representing any foreign country, and their
staffs, in so far as the staffs comprise persons who
have been sent by the Government of the foreign
country for employment on the staff of the consulate; provided that nothing herein contained
shall serve to exempt from the operation of the
said Act or these regulations any Consul of any
country with which His Majesty is at any time at
war, or any member of his staff:
(b.) Any person or the member of any Commission coming
to New Zealand for any purpose on behalf of the
Government of a foreign country, where such person
or Commission is duly recommended to the good
offices of the Government of New Zealand by such
foreign Government:
(c.) Any alien who arrives in New Zealand as the master
or a member of the crew of any oversea vessel,
provided that he leaves New Zealand with that
vessel.

    Change of Abode.--Aliens who change their place of abode
    to some place beyond the boundaries of the borough or county
    in which they were registered immediately before such change
    are required within fourteen days afterwards to obtain two
    copies of form R.A.-4 from the post-office or police-station
    nearest to their new place of abode, to fill them up, and to
    attend in person with them and with their original certificate
    of registration before the Registration Officer at the nearest
    police-station. This requirement does not extend to aliens
    who travel in the Dominion (either on land or in a vessel
    between Dominion ports) without changing their usual place
    of residence.
