SCHEDULE.
GOU LAND DOWNS.
ALL that area in the Nelson Land District, containing 16,200 acres, more or less, being Sections 2, Block XIV, 2, Block XV, and 1, Block XVI, all in Wakamarama Survey District, and Sections 1, Block II, 1, Block III, 1, Block IV, and 1, Block VIII, all in Gouland Survey District. Bounded towards the north-east by a right line from Downs Trig. Station N to the summit of Mount Perry; thence towards the east by a right line to Gouland Trig. Station G; thence towards the south and west generally by the summit of the range separating the headwaters of the Heaphy and Big Rivers to a point due west of the southernmost corner of the Tai-tapu freehold Section 1, Square 17; thence towards the north by a right line to the said corner; and thence towards the north-west by the last-mentioned section to the place of commencement at Downs Trig. Station; excepting from the land included within the above-described boundaries a road one chain wide covering the Collingwood-Heaphy Track, and Section 3, Block XV, Wakamarama Survey District. As the same is delineated on the plan marked L. and S. 4/45, deposited in the Head Office, Department of Lands and Survey, at Wellington, and thereon bordered red.
NGAKAWAU SCENIC RESERVE.
All that area in the Nelson Land District, containing by admeasurement 12 acres 0 roods 18 perches, more or less, being Section 14, Block I, Ngakawau Survey District. Bounded towards the north-west by a road; towards the north-east by Section 11; towards the south-east by Section 2, a line across a road, and by Section 10, all in the aforesaid block; and towards the south-west by the last-mentioned section: excepting the road two chains wide which intersects the land included within the above-described boundaries. As the same is delineated on the plan marked L. and S. 4/46, deposited in the Head Office, Department of Lands and Survey, at Wellington, and thereon bordered red.
Given under the hand of His Excellency the Right Honourable Arthur William de Brito Savile, Earl of Liverpool, Knight Grand Cross of the Most Distinguished Order of Saint Michael and Saint George, Member of the Royal Victorian Order, Governor-General and Commander-in-Chief in and over His Majesty’s Dominion of New Zealand and its Dependencies; and issued under the Seal of the said Dominion, at the Government House at Wellington, this second day of November, in the year of our Lord one thousand nine hundred and seventeen.

Regulations under the Statute Law Amendment Act, 1917, and the Prisons Act, 1908.

A PROCLAMATION.
WHEREAS it is enacted by section sixteen of the Statute Law Amendment Act, 1917, that, in addition to the powers conferred upon him by section eight of the Prisons Act, 1908, the Governor-General may by Proclamation make regulations prescribing the matters set out in the said section sixteen:
Now, therefore, in pursuance and exercise of the powers conferred upon me by the said section, and of every other power and authority enabling me in this behalf, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor-General of the Dominion of New Zealand, do hereby make the regulations hereinafter set forth; and do hereby declare that the said regulations shall come into force on the tenth day of November, one thousand nine hundred and seventeen.
REGULATIONS.

SUBJECT to the control of the Minister of Justice, the administration of the Prisons Act, 1908, shall be carried out by the Inspector of Prisons, who shall also be responsible to the Minister for the general management and government of the prisons and the safe custody of the prisoners therein.

The prisons or other institutions established under the Prisons Act, 1908, shall be classified as follows:—
(a.) Prisons and gaols—
Prisons of all grades, except as hereinafter provided.
Special prisons or prison camps.
Police-gaols.
(b.) Institutions—
Borstal institutions.
Reformatories for men.
Reformatories for women.

The prisons at Invercargill, Waikeria, and Addington shall from the date of the coming into operation of this regulation be classified as institutions, and be known by the following distinctive names, viz.:—
The Invercargill Borstal Institution.
The Waikeria Reformatory for Men.
The Addington Reformatory for Women. -
All other prisons, special prisons or prison camps, and police-gaols shall retain the names under which they have been proclaimed as prisons or police-gaols in terms of section 4 of the Prisons Act, 1908.

The officers in charge of prisons or other institutions shall be known by the following titles, viz.:—
Officers in charge of prisons of the first and second grades, of Borstal institutions, and of reformatories shall bear the title “Superintendent.”
Officers in charge of all other prisons, special prisons, prison camps, or police-gaols shall retain the title “Gaoler” or “Police-gaoler.”
The Matrons in charge of the female divisions of prisons where prisoners of both sexes are confined shall retain the title “Matron.” -
The powers and duties of Superintendents of prisons or institutions and of Gaolers and Police-gaolers shall be those conferred upon such officers by the Prisons Act and the regulations made thereunder.
Female Superintendents shall have and exercise all the powers and duties conferred upon Gaolers by the Prisons Acts and regulations, except where such powers and duties are inapplicable to the prisons or institutions under the control of such female Superintendents.

Adding an Office to the Administrative Division of the Public Service, under the Public Service Act, 1912.

ORDER IN COUNCIL.
At the Government House at Wellington, this twenty-third day of October, 1917.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by subsection two of section eighteen of the Public Service Act, 1912, it is enacted that the Commissioner may, whenever it appears advantageous to the Public Service so to do, certify to the Governor-General that it is expedient to add any office to or to abolish any office from the Administrative Division of the Public Service of New Zealand, and the Governor-General in Council may, upon such certificate, add any office to the Administrative Division or abolish any office therein:
And whereas the Public Service Commissioner has certified to the Governor-General that it is expedient to add the office of Deputy Superintendent, State Advances Department, to the said Administrative Division:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the powers conferred on him by the said section, and of all other powers enabling him in this behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby add the office of Deputy Superintendent, State Advances Department, to the said Administrative Division.
