EXAMINATION OF MASTERS AND MATES.—INSTRUCTION TO EXAMINERS AND NOTICE TO INTENDING CANDIDATES re BOOKS, ETC.

IN connection with the forthcoming changes in the examinations of masters and mates the Board of Trade state that they are advised that the following are the most suitable books for Examiners to study in connection with the new subjects to be introduced:—
For Meteorology.—“The Barometer Manual” and “The Seaman’s Handbook of Meteorology,” both published by the Meteorological Office, price 1s. and 2s. respectively, and obtainable through the usual sale agents of British Government publications.
For Stability.—“The Stability of Ships,” by Sir E. J. Reed, published by C. Griffin and Company, price 25s.; also “Ships’ Stability and Trim,” by Percy Hillhouse, which is being written specially for use in connection with the examinations, and will, it is hoped, be published shortly by J. Hogg, 13 Paternoster Row, London, price about 5s. or 7s. 6d.
For Ship-construction.—“Practical Shipbuilding,” by Campbell Holmes, published by Longman and Co., price 52s. 6d.
For Elementary Science.—“General Elementary Science,” by Briggs, published by the University Tutorial Press, price 3s. 6d.
The Board regret that they are unable to recommend any one comprehensive work on the subject of general knowledge. The examination paper on this subject, as stated in circular 1574, will include questions on shipping business, imports and exports, astronomy, and general elementary science, and will be set with the object of ascertaining whether candidates for the Extra Master’s Certificate have been advancing themselves generally in matters relating to their profession. It is not proposed to set any stereotyped questions.
The questions on ship-construction for candidates for certificates as first or second mate will be entirely oral. Candidates for certificates as master will be set a paper.
The essay for candidates for second-mate’s certificate may be on any subject of general scientific, philosophic, or topical interest. It is set solely in order to enable the Examiner to judge the candidate’s spelling, composition, and knowledge of the English language; and the candidate’s view upon the subject set should not be taken into account as a basis for marking. In the case, however, of candidates for masters’ certificates the essay will be on some general subject relating to the candidate’s profession, and will be set not only to test his knowledge of the English language, but also to test his knowledge of the subject. A fresh subject should be given at every examination in order to prevent candidates from attempting to prepare stereotyped answers beforehand. In the Board’s opinion the choice of subjects for essays for the examinations, both for second-mates’ and for masters’ certificates may be left to the Examiner.

CROWN LANDS NOTICES.
Lands in the Auckland Land District forfeited.

NOTICE is hereby given that the leases and licenses of the undermentioned lands having been declared forfeited by resolution of the Auckland Land Board, the said lands have thereby reverted to the Crown, under the provisions of the Land Act, 1908.

Sale of Flax in Auckland Land District by Public Tender.

Wellington, 15th October, 1917.
NOTICE is hereby given, in terms of the Land Act, 1908, and the flax regulations thereunder, and the Hauraki Plains Act, 1908, that written tenders are invited and will be received at the District Lands and Survey Office, Auckland, up to 12 o’clock noon on Wednesday, 14th November, 1917, for the purchase of the present crop of flax growing on the undermentioned Crown lands.
SCHEDULE.
AUCKLAND LAND DISTRICT.—OHINEMURI COUNTY.
Lot 1, Crown land.—Part Run No. 9, &c., Block VI, Waihou Survey District; upset price, £520. Time for removal of flax, six months from date of acceptance of tender.
Lot 2, Crown land.—Part Run No. 10, Block X, Waihou Survey District; upset price, £44. Time for removal of flax, three months from date of acceptance of tender.
Lot 3, Crown land.—Part Block XII, Piako Survey District; upset price, £160. Time for removal of flax, four months from date of acceptance of tender.
CONDITIONS OF SALE.

Intending tenderers are expected to visit the locality and satisfy themselves in every particular on all matters relating to their tenders.

The position of the flax lots is only approximately shown on the lithograph lodged at the Lands and Survey Office, Auckland, and should any dispute arise as to boundaries the decision of the Commissioner of Crown Lands shall be final.

No tender will be considered wherein a less price is offered than the upset price as stated herein.

The successful tenderer shall use every precaution to prevent the flax from being destroyed by fire during the currency of his license, and no compensation for the destruction of any flax from any cause whatsoever on the land occupied by the licensee shall be payable by the Crown.

The cutting and removal of the flax will be under the supervision of the Chief Drainage Engineer, or other officer duly appointed by him, and the manner and method of such cutting and removal of flax shall be as directed by him.

If deemed necessary for the purpose of floating the flax to the mill-site, conditional arrangements may be made with the Chief Drainage Engineer, Auckland, to use certain existing drains.

Tenders must be accompanied by a deposit of 5 per cent. on the amount of tender in cash, marked cheque, or post-office order; the balance to be paid, if tender accepted, in terms as stated hereunder.

The highest or any tender not necessarily accepted.
TERMS.
Lot 1.—One-third of amount of tender to be paid in cash within seven days after acceptance of tender, together with £1 1s. license fee, one-third in two months, and one-third in four months thereafter.
Lot 2.—Cash within seven days after acceptance of tender, together with £1 1s. license fee.
Lot 3.—One half of amount of tender to be paid in cash within seven days after acceptance of tender, together with £1 1s. license fee, and one-half within two months thereafter.
All instalment payments shall bear interest at the rate of 5 per cent. per annum as from the date of acceptance of tender, and with the interest added shall be secured by “On demand” promissory notes made and endorsed to the satisfaction of the Commissioner of Crown Lands.
Tenders to be addressed “Commissioner of Crown Lands, Auckland,” and envelopes to be marked “Tenders for flax.”
