Consenting to the Raising of Loans by certain Local Authorities
from the State Advances Office.
LIVERPOOL, Governor-General.
ORDER IN COUNCIL
At the Government House at Wellington, this first day of October, 1917.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by section twenty-six, subsection one, of the Appropriation Act, 1915, it is provided that, notwithstanding any Act to the contrary, it shall not be lawful or competent for any local authority or for any Harbour Board, during the present war with Germany, to borrow or contract to borrow any money (otherwise than by way of bank overdraft within the limit of its powers, if any, in that behalf) whether from the State Advances Office or from any other source whatever, and whether in pursuance of a special Act or under any other authority whatever, without the precedent consent of the Governor-General in Council:
And whereas application has been made for the consent of the Governor-General in Council to enable the several local authorities mentioned in the Schedule hereto to borrow the sums set opposite the names of the said local authorities respectively, for the several purposes specified in the said Schedule, from the State Advances Office:
And whereas it is expedient that the precedent consent of the Governor-General in Council should issue:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby consent to the borrowing from the State Advances Office of the loans hereinafter mentioned by the several local authorities set out in the Schedule hereto for the purposes specified in the said Schedule; and it is hereby declared that this Order in Council is made under the provisions in that behalf of the Appropriation Act, 1915, and shall operate accordingly as a consent of the Governor-General in Council to the raising of the loans hereby authorized.
SCHEDULE.
Egmont County Council, £1,000: For reconstructing bridges in reinforced concrete.
Hawera County Council, £500: For constructing 34 chains of Nowell’s Road.
Kaitieke County Council, £1,500: For reforming and metalling portions of the Wanganui Valley Road.
Kirikiri oa Road Board, £100: For completing the work of forming, draining, and improving a road within the Ruakura Special-rating Area.
Masterton Borough Council, £315: For completing the construction of two bridges over the Waipoua River and 26 chains of approach thereto.
Moa Road Board, £225: For reconstructing two bridges on the Norfolk Road.
Te Aroha Borough Council, £525: For sanitary drainage and sewer construction.
Waipa County Council, £1,500: For metalling Hawkins Road.
Waipa County Council, £3,000: For metalling roads within the Mangapiko Riding.
Clutha County Council, £2,000: For metalling roads within the Katea Special-rating Area.

Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby consent to the raising of the loans herein-after mentioned by the several local authorities set out in the Schedule hereto; provided that the rate of interest at which the loans or any of them are to be raised shall in no case produce to the lender a return exceeding five and one-quarter pounds per centum per annum; and it is hereby declared that this Order in Council is made under the provisions in that behalf of the Appropriation Act, 1915, and shall operate accordingly as a consent of the Governor-General in Council to the raising of the loans hereby authorized.

Domain Board appointed to have Control of the Rawene Domain.

ORDER IN COUNCIL.
At the Government House at Wellington, this first day of October, 1917.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by section forty of the Public Reserves and Domains Act, 1908 (hereinafter termed “the said Act”), it is enacted that the Governor-General may from time to time, with respect to any public domain, appoint such persons (not exceeding nine) as he thinks fit to be a Domain Board having, subject to Part II of the said Act, control of such domain:
And whereas by an Order in Council made on the fifth day of September, one thousand nine hundred and ten, and published in the New Zealand Gazette of the eighth day of September, one thousand nine hundred and ten, a Domain Board was appointed to control the Rawene Domain:
And whereas the period for which the said Board was appointed expired on the fourth day of September, one thousand nine hundred and seventeen:
And whereas it appears expedient to again appoint a Domain Board to control the domain:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in exercise of the powers conferred by the said Act, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby appoint
GEORGE THOMAS CLENDON,
JOHN BEAZLEY,
CHARLES EYES,
FREDERICK TAUTARI BRYERS, and
WILLIAM MAKI COCHRANE
to be the Rawene Domain Board, having control of the land described in the Schedule hereto for the purposes of and subject to the provisions of the said Act; and doth hereby appoint Thursday, the eighth day of November, one thousand nine hundred and seventeen, at half past seven o’clock p.m., as the time when, and the County Hall, Rawene, as the place where, the first meeting of the Board shall be held.

ALL that area in the Auckland Land District, containing by admeasurement 3 acres 0 roods 29 perches, more or less, being Allotments Nos. 153, 154, 155, 156, 157, 158, 159, 160, 161, 162, 163, 164, 165, and 166 of the Town of Rawene. Bounded towards the north by McDonnell Street, 625·7 links; towards the east by Clendon Esplanade, 211·2, 160·9,
