Amending Regulations under the War Regulations Act, 1914.

ORDER IN COUNCIL.
At the Government House at Wellington, this tenth day of September, 1917.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
I, ARTHUR WILLIAM DE BRITO SAVILE, Earl of Liverpool, the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, do hereby, in pursuance of the War Regulations Act, 1914, amend the War Regulations in the manner set forth in the Schedule hereto.
SCHEDULE.
CLAUSE 19 of the regulations made under the War Regulations Act, 1914, on the 3rd day of April, 1916, relating to trading with the enemy, and clause 12 of the regulations made under the said Act on the 24th day of July, 1916, relating to the same matter, are hereby revoked.

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by the War Regulations Act, 1914, as amended by the War Regulations Amendment Act, 1916, the Governor-General in Council is empowered to make by regulations such provisions as, having regard to the exigencies of the present war or the conditions created thereby, he thinks advisable for the maintenance of industries essential for the public welfare: And whereas the growing of wheat and the manufacture of flour in New Zealand are industries essential for the public welfare: And whereas by reason of the conditions created by the present war, and in view of a possible deficiency in the supply of wheat, it may become necessary to make special provisions for the encouragement, control, and maintenance of the aforesaid industries through the purchase of wheat by the Government of New Zealand: And whereas for the purpose of rendering any such scheme effective it is necessary to
