advice and consent of the Executive Council of the said Dominion, doth hereby revoke clause eight of the said regulations of the fifth day of June, one thousand eight hundred and eighty-three, and doth hereby make the following regulation in lieu thereof.

REGULATION.
- THE master or owner of every ship in any harbour shall at all times keep on board a sufficient number of men to perform any services required for the safety of such ship, and, unless he has obtained a written exemption from the Harbourmaster, he shall at all times, as well by day as by night, have at least one seaman in charge of the deck of such ship; and the seaman having such charge, and all persons having the charge of or being on board of any ship or boat within any harbour, shall answer to the challenge of the Harbourmaster, water police, or other duly authorized public officer. Any master or person in charge of any ship or boat who shall offend against this regulation shall be liable to a penalty.

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS, in pursuance of section fourteen of the Municipal Corporations Amendment Act, 1913, petitions were presented to the Governor praying that a certain area be excluded from the Hampstead Town District and included in the Borough of Ashburton :
And whereas a Commission appointed under the said section held inquiries, and recommended certain alterations of the said area :
And whereas it is deemed expedient to make the alterations of the boundaries of the said borough recommended by the said Commission :
Now, therefore, in pursuance and exercise of the powers and authorities vested in him by the said Municipal Corporations Amendment Act, 1913, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby declare that on and from the first day of October, one thousand nine hundred and seventeen, the area described in the Schedule hereto shall be excluded from the Hampstead Town District and included in the said Borough of Ashburton.

SCHEDULE.
AREA INCLUDED IN THE BOROUGH OF ASHBURTON.
ALL that area in the Canterbury Land District, being part of the Hampstead Town District, bounded by a line commencing at the junction of the south-eastern side of East Street with the north-eastern boundary of the Borough of Ashburton, thence along the south-eastern side of the said East Street to King Street, along the south-western side of King Street to Brucefield Avenue, along the north-western side of that avenue to and along the south-western side of Kitchener Street to Bridge Street, along the north-western side of Bridge Street to and along the north-eastern boundary of the Borough of Ashburton to East Street, the place of commencement.

Consenting to the Raising of Loans by certain Local Authorities from the State Advances Office.

ORDER IN COUNCIL.
At the Government House at Wellington, this thirteenth day of August, 1917.
Present :
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by section twenty-six, subsection one, of the Appropriation Act, 1915, it is provided that, notwithstanding any Act to the contrary, it shall not be lawful or competent for any local authority or for any Harbour Board, during the present war with Germany, to borrow or contract to borrow any money (otherwise than by way of bank overdraft within the limit of its powers, if any, in that behalf) whether from the State Advances Office or from any other source whatever, and whether in pursuance of a special Act or under any other authority whatever, without the precedent consent of the Governor-General in Council :
And whereas application has been made for the consent of the Governor-General in Council to enable the several local authorities mentioned in the Schedule hereto to borrow the sums set opposite the names of the said local authorities respectively, for the several purposes specified in the said Schedule, from the State Advances Office :
And whereas it is expedient that the precedent consent of the Governor-General in Council should issue :
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby consent to the borrowing from the State Advances Office of the loans hereinafter mentioned by the several local authorities set out in the Schedule hereto, for the purposes specified in the said Schedule; and it is hereby declared that this Order in Council is made under the provisions in that behalf of the Appropriation Act, 1915, and shall operate accordingly as a consent of the Governor-General in Council to the raising of the loans hereby authorized.

SCHEDULE.
KAKEPUKU Road Board, £2,500: For metalling roads.
Mangonui County Council, £2,500: For forming roads and footpaths within the Kaitaia Special-rating Area.
Rangitikei County Council, £1,000: For deviating, forming, and culverting the Otaihape Valley Road, and for forming, gravelling, culverting, and bridging Baird’s Road.
Mangawara Drainage Board, £750: For constructing drainage-works within the No. 1 Special-rating Area.

Declaring Portion of Moki Road, in the Clifton County, to be a County Road.

ORDER IN COUNCIL.
At the Government House at Wellington, this thirteenth day of August, 1917.

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
IN pursuance and exercise of the powers vested in him by the Public Works Act, 1908, and of all other powers in anywise enabling him in this behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby order and declare that the portion of road described in the Schedule hereto shall, on and after the date of this Order in Council become a county road.

SCHEDULE.
ALL that portion of Moki Road, situated in the Taranaki Land District, Clifton County, commencing at its junction with May Road, and proceeding thence generally in a southerly direction, adjoining or passing through part Section 6, Block III, Waitara Survey District, and terminating at the 4 miles 61 chains peg; being a distance of 36·10 chains, more or less. As the said portion of road is more particularly delineated on the plan marked P.W.D. 42676, deposited in the office of the Minister of Public Works at Wellington, in the Wellington Provincial District, and thereon coloured red.
