Appointment of Munitions and Supplies Board.

LIVERPOOL, Governor-General.

WHEREAS by section twenty-seven of the Expeditionary Forces Act, 1915, it is enacted that for the purpose of the raising, equipment, training, administration, maintenance, transport, and service of an Expeditionary Force under that Act the Minister of Defence may on behalf of the Crown enter into such contracts as he thinks fit: And whereas by the War Regulations Amendment Act, 1915 (No. 2), it is enacted that the Minister of Defence may requisition military supplies as therein defined from the owner or occupier of any factory or workshop: And whereas Arthur Mielziner Myers, Esquire, a Member of the Executive Council (hereinafter referred to as the Minister in Charge of Munitions and Supplies), is duly authorized and empowered to act for and in aid of the Minister of Defence in the exercise of the powers so conferred upon him: And whereas it is expedient that a Board should be appointed with advisory powers in respect of the purchase, requisition, or other acquisition, in pursuance of the powers so conferred upon the Minister of Defence, or in pursuance of any other powers or authorities existing in that behalf, of all military supplies required for the Expeditionary Forces raised under the Expeditionary Forces Act, 1915:

Now, therefore, I, Arthur William de Brito Savile, Earl of Liverpool, Governor-General of the Dominion of New Zealand, do hereby appoint

ALFRED HENRY MILES, Esquire, of Wellington;
ALEXANDER MACINTOSH, Esquire, of Wellington; and
GEORGE WILSON, Esquire, of Wellington,

to hold office during my pleasure as a Board to be known as the Munitions and Supplies Board, and to exercise and perform the powers, functions, and duties herein set forth in accordance with the following provisions, that is to say:—

  1. The said Alfred Henry Miles shall be the Chairman of the said Board.

  2. Meetings of the Board shall be held at such times and places as the Chairman or any two members of the Board may appoint, and at any such meeting two members shall form a quorum.

  3. The decision of a majority of the members of the Board present at any such meeting shall be the decision of the Board.

  4. The functions of the Board shall be, at the request of the Minister in Charge of Munitions and Supplies, to inquire into all matters relative to the purchase, requisition, or other acquisition of military supplies required for the use of the Expeditionary Forces raised under the Expeditionary Forces Act, 1915, and to advise the Minister of Defence and the Minister in Charge of Munitions and Supplies with respect to all such matters.

  5. The term “military supplies” means munitions, clothing, equipment, food, and all other goods, wares, and merchandise required in respect of the equipment, maintenance, training, and transport of the said Expeditionary Forces.

  6. The Board shall also, at the request of the Minister in Charge of Munitions and Supplies, inquire into all matters relative to the execution by him of the powers and functions vested in him by the Coal Trade Regulations, and, when required, advise the Minister as to all such matters as may be conducted by the Munitions and Supplies Department.

  7. The functions of the Board shall not extend to the chartering or other acquisition of transports for the carriage of the said Expeditionary Forces, or the structural fitting of such transports for the service in which they are so engaged.

  8. The Chief Executive Officer to the Minister in Charge shall attend all meetings of the Board, and duly convey to the Minister in Charge such advice as may be tendered in respect of each subject-matter placed before the Board for consideration.

  9. The Assistant Executive Officer to the Minister in Charge shall act in the capacity of Secretary to the Munitions and Supplies Board, and shall keep a proper record of the deliberations of the Board.
