Regulations made by Public Service Commissioner in respect of Junior Professional Officers of the Department of Agriculture, Industries, and Commerce attending Science Lectures, Victoria College.

IN pursuance and exercise of the authority conferred upon him by the Public Service Act, 1912, the Commissioner, with the approval of the Governor in Council, doth hereby make the regulations set forth in the Schedule hereto with respect to junior professional officers of the Department of Agriculture, Industries, and Commerce attending Science lectures at Victoria College. The said regulations shall have effect from and after the date of publication thereof in the New Zealand Gazette.

SCHEDULE.

1. THESE regulations shall apply to junior professional officers appointed or transferred to the Department of Agriculture, Industries, and Commerce, and who have passed the Public Service Senior Examination in the subjects prescribed for them, and who have also passed the Matriculation Examination.

2. The Commissioner may, on application, grant leave to any such officer to attend lectures at Victoria College for a term not exceeding three years, and, in the case of Honours, one whole session, subject to the following conditions:—

   (a.) The application must be approved by the Secretary of Agriculture, Industries, and Commerce, such approval to be contingent on satisfactory work and behaviour.

   (b.) Term reports on attendance and progress at the classes will be obtained from the Professors in charge; and if these, in the opinion of the Commissioner, show that the concession is being abused, or that the student is not utilizing it to the best of his ability, then the Commissioner may cancel the leave granted hereunder.

   (c.) The leave granted may be on the following conditions:—

    (i.) Term of three years—two half-days per week, on full pay;
   
    (ii.) Honours, whole session—half-pay, with a maximum of £100.

   (d.) An agreement must be entered into with the Department to refund all college fees which may be paid by the Department, and also all half-pay allowances received, should the leave granted be cancelled or the officer, within three years after completion of his college course, leave the Department for any reason whatsoever, save sickness or injury or dismissal through no fault of his own.

3. An officer who has been granted leave under these conditions must obtain a degree in Science or Arts before passing from Class F to Class E, and the obtaining of such degree will be considered by the Commissioner as satisfactory proof of his efficiency.

4. On return to full duties after completion of course the Commissioner may review the officer’s classification, and will make due allowance for such officer’s improved standing.
