Third Paper: Military Law. (100 Marks; Two Hours; First Day.)

[Manual of Military Law and King’s Regulations allowed for use at this examination; latest editions, not amendments.]

This paper will deal with such questions as might have to be decided by a Lieutenant. A candidate will not, for instance, be required to decide points which he would, in the ordinary course, refer to higher authority; but he will be required to say what that higher authority is, and where his own responsibility begins and ends.

The situations on which questions will be based are those which may arise—

  1. In New Zealand on mobilization being ordered;
  2. En route to an oversea base;
  3. In the theatre of operations with a regular unit.

Part II.—Oral Examination.

MEDICAL.

(a.) 100 marks.—The work of a Medical Officer attached to an infantry unit in the field. This will include such a knowledge of the direction and action of a battalion in the field as is necessary for the intelligent carrying-out of medical duties in connection therewith.

(b.) 100 marks.—As for (a), with special reference to sanitation and other duties in camp and on the line of march.

(c.) 100 marks.—Map-reading. The candidate should be able to identify localities, to set a map, and be able to judge of the probable nature of a locality. In drafting orders and instructions he should be able to refer to the map in the ordinary way.

CONDITIONS OF QUALIFICATION.

Certificate. Qualifying Minimum. Remarks.
Certificate A: Part I (written), first and second papers 0·5 in the aggregate marks allotted to the first and second papers, and at least 0·4 in each paper Marks below 0·4 in either paper will not count towards aggregate. On re-examination in either paper the qualifying minimum will be 0·5.
Third papers 0·5 of the marks allotted ..
Part II (oral)—Subhead (a) 0·5 ..
Subhead (b) and (c) 0·5 in the aggregate of marks allotted For purposes of re-examination subheads (b) and (c) will be considered as one subhead.
Subhead (d) 0·5 ..
Certificate B 0·5 in each paper and subhead ..
  1. Subject to the above conditions, a candidate who fails in more than one paper or subhead of Certificate A or B must undergo re-examination in all papers or in all the subheads.

  2. A candidate who fails in only one paper or subhead of Part I or Part II will be required at a subsequent examination to qualify only in the paper or subject in which he failed. In all cases of re-examination 0·5 will be the qualifying minimum.

Certificate A First and second papers, subheads (a) and (b) and (c) Subheads (b) and (c) are considered as one subhead.
Certificate B First, second, and third papers, subheads (a) and (b) ..
  1. A candidate who presents himself for examination in either Part I or Part II of Certificate A or B, and fails to attend the examination on any paper or subhead, will be deemed to have failed in that paper or subhead.

IN pursuance of the power and authority conferred upon me by section 15 of the Land Act, 1908, I hereby authorize the laying-off of Walker Street, in the Town of Buckley Extension No. 1, Hawke’s Bay Land District, of a width of not less than 66 ft. instead of 99 ft.

Result of Poll for Proposed Loan.

THE following notice, received from the Chairman of the County of Featherston, is published in accordance with the provisions of the Local Bodies’ Loans Act, 1913.

FEATHERSTON COUNTY COUNCIL.

Result of Poll.

PURSUANT to section 12 of the Local Bodies’ Loans Act, 1913, I hereby give notice that at a poll of the ratepayers in the hydro-electric special district taken on the 7th day of July, 1916, on the proposal of the Featherston County Council to borrow the sum of £12,000 for the construction and installation of a hydro-electric scheme in a portion of the county in the vicinity of Featherston, the number of votes recorded for the proposal was 69, and the number of votes recorded against the proposal was 60.

I therefore declare that the proposal was rejected.

AMENDED NOTICE TO NO. 45 OF 1916.—SUNKEN ROCK OFF TIRITIRI, HAURAKI GULF.

REFERRING to Notice to Mariners No. 45 of 1916, dated 5th June, regarding sunken rock off Tiritiri, notice should read “sunken rock with only 25 ft. of water over it exists 1¼ miles east of S. extreme of Tiritiri Island,” in lieu of 1⅓ as printed in error.
