Regulations for the Organization, Training, and Control of an Officers Training Corps (Medical).


LIVERPOOL, Governor.

IN pursuance and exercise of the powers and authority conferred on me by the Defence Act, 1909, and its amendments, I, Arthur William de Brito Savile, Earl of Liverpool, the Governor of the Dominion of New Zealand, do hereby make the following regulations for the organization, training, and control of an Officers Training Corps (Medical); and I do hereby declare that the regulations hereby made shall take effect as from the date of the publication thereof in the Gazette.


SCHEDULE.

SECTION XVII. — OTAGO UNIVERSITY OFFICERS TRAINING CORPS (MEDICAL).

CONSTITUTION.

  1. THE Officers Training Corps (Medical) shall consist of all medical and dental students at the University of Otago who are liable for military training under the New Zealand Defence Acts, and such other medical and dental students who, on account of age, height, or other disability, are not under a legal obligation to be trained, but who are desirous of obtaining the training, and who, in the opinion of the Officer Commanding the corps, would be likely to become efficient officers in the New Zealand Medical Corps or New Zealand Dental Corps; provided that medical and dental students who prefer to fulfil their obligations under the Defence Acts by joining the Territorial Field Ambulances or a combatant unit may be allowed to do so, and, further, that students may be transferred from the Officers Training Corps to another unit, or vice versa, with the mutual consent of the officers commanding both units and the concurrence of the Officer Commanding the group.

CONTROL AND MANAGEMENT.

  1. The training of the Officers Training Corps shall be under the supervision of the Director of Military Training Headquarters.

  2. A Military Committee will be formed consisting of—
    (a.) Three representatives of the Otago University Council;
    (b.) The Dean and two representatives of the Faculty of Medicine;
    (c.) A representative of the Dental Faculty;
    (d.) The Officer Commanding and Adjutant of the Officers Training Corps;
    (e.) The Commander of No. 13 Group, Dunedin.

ORGANIZATION.

  1. The Officers Training Corps shall be divided into four separate years, corresponding in general to the five stages of the medical curriculum.

From the point of view of military establishments it shall consist of a Field Ambulance, even though the individual sections may be somewhat under strength at first.

CONDITIONS OF SERVICE.

  1. Officers of the corps and officers on probation are, ipso facto, members of the New Zealand Medical Corps or New Zealand Dental Corps.

  2. Parades must be obligatory as laid down.

  3. Each member of the corps must be returned as efficient in the one year of his training before being admitted to the next, except that in the case of illness or other sufficient cause the Military Committee may allow exemption from this rule.

  4. Recommendations for First Appointment to the Officers Training Corps, for appointment as Commanding Officer, or for the granting of local rank to its officers will be forwarded by the University Military Committee through the usual official channel (i.e., Group Commander).

TRAINING.

  1. Training as regards preliminary drill will be conducted by a Sergeant Instructor, who will be under the orders of the Officer Commanding the Field Ambulance unit of the Officers Training Corps. The medical officers of the corps will also perform the duties of instructors. A month and a half before the half-yearly examination the Military Committee will apply to the Officer Commanding the district for officers to lecture to the members for a month. A Medical Staff Officer will lecture on medical organization and sanitation, and an officer deputed by the District Staff will lecture on drill and general training. Twelve lectures will be given by each officer.

A return shall be rendered to the Commander of No. 13 Group, at the conclusion of the training for the year, for each member of the Officers Training Corps; also stating against each member’s name whether he was or was not “efficient” for that year.

INSPECTION.

  1. The Officers Training Corps shall be inspected by the D.G.M.S. or by some officer deputed by him at the annual training camp, and also at any other time that may be convenient.

CERTIFICATES OF PROFICIENCY.

  1. Two certificates of proficiency, designated “A” and “B,” will be obtainable by members of the Officers Training Corps. The examination for these certificates shall be held on dates to be fixed by the Military Committee and approved by Defence Headquarters.

  2. The examination for the “A” certificate shall be held after two years’ efficient service in the Officers Training Corps; that for the “B” certificate after an interval of not less than six months from taking the “A” certificate. In exceptional cases the Officer Commanding the unit may recommend Defence Headquarters, through the Military Committee, that a candidate be admitted to the examination, although for some adequate reason he may not have completely fulfilled these conditions in regard to length of service.

  3. Candidates who have obtained both certificates shall be eligible for nomination as Lieutenants on probation in the New Zealand Medical Corps or New Zealand Dental Corps.

FINANCE.

  1. The Officers Training Corps, through its Officer Commanding, shall receive the maintenance granted to other units of the Territorial Force for the expenses of training the corps.

UNIFORM AND EQUIPMENT.

  1. Uniforms shall be worn at all outdoor parades. The present uniform will be retained.

  2. The only books and uniforms, &c., provided will be those at present issued to the Territorial Force. Additional text-books will be supplied, under the authority of the Director-General of Medical Services.

  3. Special grants may from time to time be allocated for official expenses connected with the training of the corps.

REGISTRATION OF MEMBERS.

  1. A record shall be kept by the Officer Commanding the Training Corps, giving the record of every student who joins the corps.
