Notice to Mariners No. 23 of 1916.

THE following Notices to Mariners, received from the Board of Trade, London; the Hydrographic Office, Washington; the Hydrographic Office, London; the Marine Department, Brisbane, the Department of Communications, Tokyo; the Department of Ports and Harbours, Melbourne; and the Department of Harbours and Lights, Fremantle, W.A., are published for general information.

VICTORIA.
ALTERATIONS TO LIGHTS (BUOYS), PORT PHILLIP.
MARINERS and others are hereby notified that on or about the 3rd March, 1916, the following alterations will be made to the system of lighting the buoys in South and West Channels, Port Phillip Bay :—
No. 12 Buoy, South Channel.
The present fixed white light on No. 12 buoy will be altered to a single flashing green light, with a flash of three-tenths of a second duration, alternating with an eclipse of two and seven-tenths seconds.
No. 2 Royal George Buoy, West Channel.
The present fixed red light will be altered to a double flashing red light, having flashes of three-tenths of a second duration, with a minimum interval of nine-tenths of a second between the flashes in a period of six seconds.
Prince George Bank Gas-buoy, Port Phillip.
The present white occulting light will be altered to a single red flashing light, with a flash of three-tenths of a second duration, alternating with an eclipse of two and seven-tenths seconds.
ST. KILDA PIER LIGHT, PORT PHILLIP.
Mariners and others are hereby notified that on and from to-day (1st March) the fixed green light shown from the St. Kilda Pier will be changed to a fixed red light.
PORT OF GEELONG.—WILSON’S SPIT.
Notice is hereby given that on or about the 23rd instant the Wilson’s Spit gas-buoy will be shifted in a S. 13° E. direction about 400 ft. from its present position.
Also the black can buoy will be shifted to a position bearing from the Wilson’s Spit gas-buoy S. 81° W. distant 900 ft.
Simultaneously the construction of a pile beacon will be commenced in a position bearing N. 13° W. distant about 100 ft. from Wilson’s Spit buoy. During the construction of this beacon, and until further notice, an ordinary anchor light will be exhibited either from the punt moored close to or from the work in progress.
WESTERN AUSTRALIA.
WEST COAST.
Notice is hereby given that on and after the 1st March, 1916, until the completion of the mole at the Port of Bunbury, lat. 33° 18′ S., long. 115° 39′ E., the extreme end of the extension now in progress will be marked by a temporary fixed green light visible all round; range in clear weather, two miles; elevation, 26 ft.
NOTE.—The light is unattended.

QUEENSLAND.
REMOVAL OF BUOYS, CLEVELAND BAY, TOWNSVILLE.
Notice is hereby given that on the 22nd March, 1916, the black buoy which marks the entrance to the West Channel, and which lies S. 22° E. 1·3 miles from Bay Rock, also the black buoy with cage which lies S. 32° E. from Bay Rock, will be removed.
Direction for entering the Northern Anchorage.
By Day.—Pass about a quarter of a mile east of Bay Rock, then bring the lighthouse to bear N. 30° W. and steer S. 30° E. until the land to the north-east of West Point closes in with that point, then alter course to S. 53° E. and proceed as formerly.
By Night.—Run down the eastern edge of the red sector of Bay Rock light and proceed as above.
By following these directions a vessel will have 18 ft. at low water.
NOTE.—During night-time this channel should not be taken unless the above points can be clearly made out.
All bearings are magnetic.

CHINA.
SOUTH COAST.—HONGKONG.—ALTERATION IN LIMITS OF EXAMINATION ANCHORAGES.
DETAILS.—The limits of the examination anchorages are now defined as follows :—
- Eastern Anchorage.
Position.—In Chung-kwang-o. Maun-chau, lat. 22° 18′ N., long. 114° 15¼′ E.
Limits.—(a.) On the North : By a line joining Maun-chau and Bak-sin-kok. (b.) On the East : By a line drawn from Bak-sin-kok in a 197° (S. 17° W. mag.) direction to the south-western point of Futau-chau. (c.) On the South : By a line drawn from the south-western point of Futau-chau in the direction of Pak-sha-wan for a distance of 5·6 cables. (d.) On the West : By a line drawn from Maun-chau in 180° (south mag.) direction to meet the south limit (c).
Remarks.—The Eastern Junk Examination Anchorage is that portion of Chung-kwang-o northward of a line joining Maun-chau and Bak-sin-kok.
- Western Anchorage.
Position.—Southward of Chung-hue. Rock 10 ft. high, off south-eastern point of Chung-hue; lat. 22° 20′ N., long. 114° 6½′ E.
Limits.—(a.) On the North : By the southern coastline of Chung-hue, extending from the rock 10 ft. high off the south-eastern point to the rock 8 ft. high off the south-western end. (b.) On the East : By a line drawn from the 10 ft. rock above referred to in 180° (south mag.) direction for a distance of 14·6 cables. (c.) On the South : By a line drawn from the southern extremity of limit (b) in a 270° (west mag.) direction for a distance of 7·3 cables. (d.) On the West : By a line drawn from the 8 ft. rock above referred to in 180° (south mag.) direction to meet the south limit (c).
Remarks.—The western Junk Examination Anchorage is the same as that for other vessels.
VARIATION.—Nil.
SOUTH - EAST COAST.—HONGKONG.—CHINSALCHUI POINT LIGHT.—ALTERATION IN CHARACTERISTICS.
Position.—On Blackhead Hill. Lat. 22° 18′ N., long. 114° 10½′ E.
New abridged description.—(U) Lt. fl., W.R., ev. 3 secs., 141 ft., vis. 10 m.
Details.—The group flashing red light with white sector has been replaced by a light having the undermentioned characteristics :—
Character : A flashing red light, with white sector, every three seconds, thus—flash, ½ sec., eclipse 2½ secs.
Elevation : 141 ft. Visibility : 10 miles. Sectors : White from 261° (S. 81° W. mag.) to 269° (S. 89° W. mag.); red elsewhere.
Remarks.—The light is unwatched.
Variation.—Nil.

HONGKONG.—KOWLOON PENINSULA.—CHINSALCHUI POINT LIGHT.—CHARACTERISTIC CHANGED.
The characteristic of the light at Chinsalchui Point, on Blackhead Hill, has been changed to flashing red, with white sector, every 3 seconds—thus, flash 0·5 second, eclipsed 2·5 seconds. The light, which is unwatched, shows white from 261° to 269°, red elsewhere, and in the white sector is visible 10 miles.
Approx. position : Lat. 22° 17′ 50″ N., long. 114° 10′ 28″ E.
BRAZIL.
EAST COAST.—RIO DE JANEIRO HARBOUR ENTRANCE.—FORT DE VILLEGAGNON LIGHT.—ALTERATION IN CHARACTERISTICS.
Position.—Lat. 22° 54¾′ S., long. 43° 9¼′ W.
New abridged description.—(U) Lt. fl., cv. 3 secs., 59 ft., vis. 9 m.
Details.—The fixed red light has been replaced by a light having the undermentioned characteristics :—
Character : A flashing white light every three seconds, thus—flash 0·3 sec., eclipse 2·7 secs. Visibility : 9 miles.
Remarks.—The light is unwatched. The other details of the light presumably remain unchanged.
Charts affected.—No. 541, Rio de Janeiro Harbour entrance; No. 3304, Rio de Janeiro to Sao Sebastiao Island; No. 3107, Cape St. Thome to Guaratiba Point.
