Notice fixing the Closing-hours of Chemists' Shops in the Borough of Napier, under the Shops and Offices Act.
WHEREAS a requisition in writing, signed by a majority of the occupiers of all the chemists' shops in the Borough of Napier, has been forwarded to me, desiring that all such shops, with the exception of the shop known as the Night Pharmacy arranged for by the combined chemists of the Borough of Napier, and situated at No. 18 Tennyson Street, Napier, be closed in the evenings of working-days as follows : Mondays, Tuesdays, Thursdays, and Fridays at 6 p.m., and Saturdays at 9.30 p.m., and that if any occupier of a chemist's shop within the Borough of Napier desires to observe Saturday as the statutory half-holiday such shop shall close at 6 p.m. on Wednesday:
And whereas the Napier Borough Council has certified that the signatures to such requisition represent a majority of the occupiers of all the chemists' shops in the Borough of Napier :
And whereas I, William Herbert Herries, Minister of Labour, am satisfied that all the occupiers of the chemists' shops in the Borough of Napier affected by section 3 of the Shops and Offices Amendment Act, 1915, have been afforded an equal right to share in the profits of the business carried on by such specified shop :
Now, therefore, in pursuance of section 25 of the Shops and Offices Act, 1908, and of section 3 of the Shops and Offices Amendment Act, 1915, I do hereby direct that on and after the 24th day of October, 1916, all chemists' shops in the Borough of Napier, except such specified shop, shall be closed as follows : On Mondays, Tuesdays, Thursdays, and Fridays at 6 p.m., and on Saturdays at 9.30 p.m. ; provided that the closing-hour on Wednesdays for any shop observing the statutory half-holiday on Saturdays shall be 6 p.m., and that such specified shop shall be entitled to remain open after the above-mentioned closing-hours for the purpose only of the sale of medicines and surgical appliances that are urgently needed.
The notice gazetted on the 24th April, 1914, is hereby cancelled.
Dated at Wellington this 18th day of October, 1916.
W. H. HERRIES,
Minister of Labour.
NOTE.—Pursuant to section 3 of the Shops and Offices Amendment Act, 1915, it will not be lawful for any chemist whose shop is situated within two miles of the shop referred to by the nearest route, as determined by the Inspector, to supply any goods after the hours fixed by this notice.

Schemes of Control of Secondary Schools.
Education Department,
Wellington, 16th October, 1916.
IN accordance with the provisions of the Education Act, 1914, and with the powers thereunder, I, Josiah Alfred Hanan, Minister of Education, do hereby, on the advice of the General Council of Education, approve of the following amendments in the Schemes of Control as gazetted 15th July, 1915, for the secondary schools named in the Schedule hereto :-
- The definition of “ parent ” in subclause (3) of the provisions for the election of members by parents is hereby deleted, and the following substituted therefor :-
“ Parent ” means the parent or guardian having the actual custody or control of a pupil of the school. It means the father, if so qualified; if not, then the mother, being so qualified ; or, if neither be so qualified, then the actual guardian of the pupil; but does not in any way include both the father and the mother of a pupil, nor include either of the parents and the guardian.
- Subclause (14) of the same provisions is hereby deleted, and the following substituted therefor :-
(14.) (a.) Each candidate may, by writing under his hand, appoint one scrutineer, who may be present at the examination of the voting-papers and the counting of the votes by the Returning Officer.
(b.) The Returning Officer shall, immediately after counting the votes, seal up all voting-papers, and transmit the whole to the Clerk of the nearest Magistrate’s Court, who shall keep the same for six months thereafter, and shall not open or permit to be opened such packet except on the order of some Court of competent jurisdiction, and shall at the end of six months effectually destroy the same.
(c.) Forthwith after the completion of the election the Returning Officer shall, by notice exhibited on the outside of the office of the Board and by advertisement in a newspaper published in the district, notify the names of the persons elected, the number of valid votes recorded for each candidate, and the total number of votes rejected as informal, and shall notify to the Board and to the Minister the names of the persons elected.
(d.) The Returning Officer and every scrutineer shall be required faithfully and impartially to perform the duties of their offices, and shall not directly or indirectly make known the state of the poll or give or pretend to give any information by which the state of the poll may be known before the final declaration thereof by the Returning Officer, or make known for which candidate any voter has voted, or
