Regulations under the Education Act.
LIVERPOOL, Governor.
ORDER IN COUNCIL.
At the Government House at Wellington, this second day of August, 1915.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
IN pursuance and exercise of the powers and authorities vested in him by the Education Act, 1914, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke the regulation in force on the coming into operation of this Order relating to the audit of School Committees’ accounts, and in lieu thereof doth hereby make the regulation hereinafter in the First Schedule set forth; and, with the like authority, doth make the regulation set forth in the Second Schedule in respect of the expenditure of special funds by Education Boards, and also the regulation set forth in the Third Schedule in respect of travelling-expenses of members of Education Boards; and, with the like advice and consent, doth prescribe that this Order shall come into force as from the date hereof.
FIRST SCHEDULE.
THE annual accounts of School Committees shall be audited by an auditor or auditors appointed for the purpose by the Board of the district.
SECOND SCHEDULE.
EXCEPT by way of advance, for the proper expenditure of which the Board itself shall be liable, a Board shall not make a grant to a School Committee for any work the cost of which is a charge upon any of the Board’s special funds.
THIRD SCHEDULE.
THE travelling-expenses which may be held to be reasonably incurred by a member of a Board in connection with the duties defined by section 31 of the Act are as follows:—
(a.) Fares by public conveyance by the most direct route.
(b.) The expenses attaching to a member’s use of his own horse or vehicle at a rate not exceeding 9d. a mile, reckoned one way only, together with stabling allowance of 5s. for each night that a horse has to be kept from home.
(c.) The cost of special conveyance required for making an official visit where in the opinion of the Board a public conveyance is not available or not efficient.
(d.) Living-expenses at a rate not exceeding 3s. 9d. for each period of six hours or part of six hours during which the member is necessarily absent from his home while engaged on the business of the Board.

IN pursuance and exercise of the powers and authorities vested in him by the Education Act, 1914, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following regulations for the registration of public, private, and secondary schools’ colours, badges, or monograms; and doth hereby prescribe that such regulations shall come into force on the date of the first gazetting thereof.
REGULATIONS.

For the registration of public, private, and secondary schools’ colours, badges, or monograms the Director of Education shall be the registration officer.

Every application for registration shall contain an exact description of the subject of the application, and the registration officer may require a description to be exemplified by a specimen or a drawing, and may refuse to accept any description that is, in his opinion, not sufficiently exact.

Every application for registration shall be accompanied by a bank receipt for the payment of £1 sterling to the Public Account at some branch of the Bank of New Zealand.

From time to time the registration officer shall publish in the Gazette a list of claims for registration, and if within forty days of such publication he receives no objection to any claim so published, he may register the claim and furnish to the applicant a certificate thereof.

If objection is made to any claim the matter in dispute shall, if it cannot otherwise be settled, be determined by a Board consisting of the registration officer, or some person appointed by the Minister for the purpose, and a representative of each of the contending parties. The registration officer, or other person appointed as aforesaid, shall be chairman and convener of the Board, and the decision of the Board shall be final. Each party shall pay its own expenses.

The registration officer shall from time to time publish in the Gazette a list of the colours, badges, or monograms in respect of which he has issued certificates of registration.

IN pursuance and exercise of the powers and authorities vested in him by the Education Act, 1914 (hereinafter referred to as “the said Act”), His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following regulations for school and class libraries: and doth prescribe that this Order shall come into force on the date of the first publication thereof in the New Zealand Gazette.
REGULATIONS.
SCHOOL AND CLASS LIBRARIES.
- Out of funds appropriated by Parliament for the purposes of school and class libraries in public schools there shall be paid to each Education Board an annual capitation grant of 3d. for each child in average
