His Excellency the Governor has it in command from His Majesty the King to publish the following Proclamation for the information of the public.

BY THE KING.

A PROCLAMATION

Relating to Trading with Persons of Enemy Nationality resident or carrying on Business in Liberia or Portuguese East Africa.

WHEREAS it is expedient that transactions between British subjects and persons of enemy nationality resident or carrying on business in Liberia or Portuguese East Africa should be restricted in manner provided by this Proclamation:

Now, therefore, We have thought fit, by and with the advice of Our Privy Council, to issue this Our Royal Proclamation declaring, and it is hereby declared, as follows:β€”

  1. The Proclamations for the time being in force relating to trading with the enemy shall, as from the tenth day of December, one thousand nine hundred and fifteen, apply to any person or body of persons of enemy nationality resident or carrying on business in Liberia or Portuguese East Africa in the same manner as they apply to persons or bodies of persons resident or carrying on business in an enemy country: Provided that where an enemy has a branch locally situated in Liberia or Portuguese East Africa, nothing in Article 6 of the Trading with the Enemy Proclamation No. 2 shall be construed so as to prevent transactions by or with that branch being treated as transactions by or with an enemy.

  2. Nothing in this Proclamation shall be taken to prohibit anything which may be specially permitted by Our license or by license given on Our behalf by a Secretary of State, or the Board of Trade, or the Lords Commissioners of Our Treasury.

  3. This Proclamation shall be called the Trading with the Enemy (Liberia and Portuguese East Africa) Proclamation, 1915.

Given at Our Court at Buckingham Palace this tenth day of November, in the year of Our Lord one thousand nine hundred and fifteen, and in the sixth year of Our reign.
