15. The fees for fumigation, dipping, or destruction of fruit or plants as hereinbefore prescribed shall be as follows:—

FOR FRUIT.

• Including charge for cartage to destructor.

FOR PLANTS FROM ALL COUNTRIES OR PLACES.

16. Every person commits an offence against these regulations who—
    (a.) In any way introduces, attempts to introduce, or is concerned in introducing or attempting to introduce, any fruit, plant, or other thing infected with disease, or who keeps, sells, or exposes or offers for sale or barter such fruit, plant, or other thing, or in any way causes the distribution of the same:
    (b.) Removes or attempts to remove, or is concerned in removing, any fruit or plant, or package or wrapping containing the same, from any wharf or landing-place within New Zealand without first having obtained a permit from the Inspector in the form set out in the Second Schedule hereto.
