Parcel-post Regulations.—Amendments.

LIVERPOOL, Governor.

ORDER IN COUNCIL.

At the Government House at Wellington, this twenty-third day of August, 1915.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by Orders in Council dated the twenty-sixth day of December, one thousand nine hundred and seven, the tenth day of July, one thousand nine hundred and eleven, the sixteenth day of December, one thousand nine hundred and twelve, and the twenty-third day of November, one thousand nine hundred and fourteen, and published in the New Zealand Gazette of the thirty-first day of December, one thousand nine hundred and seven, the thirteenth day of July, one thousand nine hundred and eleven, the nineteenth day of December, one thousand nine hundred and twelve, and the twenty-sixth day of November, one thousand nine hundred and fourteen, respectively, regulations were made and rates of postage fixed under the authority of the Post Office Act, 1900, and the Post and Telegraph Act, 1908, respectively, for the conveyance of parcels by means of the Post Office: And whereas it is desirable to amend and add to such regulations, and to alter such rates of postage in the manner hereinafter set forth:

Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and exercise of the power and authority conferred upon him by the Post and Telegraph Act, 1908, and the Post and Telegraph Amendment Act, 1910, and of all other powers and authorities in that behalf enabling him, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the regulations and fix the rates of postage set forth in the Schedule hereto; and doth hereby revoke so much of the regulations and rates in the Schedules to the above-recited Orders in Council as is inconsistent herewith; and doth further order that the said revocation shall take effect, and the regulations hereby made and the rates of postage hereby fixed shall come into force, on the date of the publication of this Order in Council in the New Zealand Gazette, and that the regulations hereby made shall form part of and be read together with the above-recited regulations.

SCHEDULE.

GENERAL.

  1. POSTAGE-STAMPS in prepayment of postage must be affixed to the parcel by the sender or the person handing it in.

  2. Parcels addressed to the Australian States shall not be liable to detention through being posted in posting-boxes.

  3. Tire-covers exceeding the prescribed limit of size cannot be forwarded in hampers. If the senders are prepared to accept all risk of damage, the tires shall be accepted and forwarded in parcel-post bags. In such cases the tires shall be labelled “Post Office accepts no risk.”

  4. Articles similar to fishing-rods and golf-sticks shall be accepted under the same conditions as fishing-rods and golf-sticks.

  5. Boxes containing articles such as hats and millinery, unless made of wood or stout “leather board” with lids extending about two-thirds of the depth of the box, must be protected by light cross-bars of wood. Strawboard boxes are unsuitable. If a person presents a parcel which is damaged, insufficiently protected, or insecurely packed, and insists on its being forwarded, the parcel shall be labelled “Post Office accepts no risk,” and accepted on such condition.

  6. Powders and puddings may be forwarded both within New Zealand and to such countries beyond New Zealand as do not specially prohibit their introduction, provided that such articles are securely packed so as to prevent all risk or injury to other parcels or to officers of the Post Office.
