Committee of Advice, except when questions affecting his personal or professional status are under discussion.

  1. (1.) Every training college shall have a normal or practising school connected with it. The total number of children on the roll of any such school, including the model schools attached thereto, shall not at any time exceed 750. Every such normal school shall include—
    (a.) A “main school,” organized as a “mixed school,” having children of all classes from Class P to Class S6; and
    (b.) Such “model schools” as may be approved by the Minister, each model school being of one of the following types, namely,—
    (i.) A rural public school of Grade II under a sole teacher, with not more than forty children on the roll;
    (ii.) A junior school under one teacher, with not more than forty-five children of Classes P to S2 on the roll;
    (iii.) A class or classes organized as the secondary department of a district high school, with not more than fifty-five pupils on the roll;
    (iv.) A class of backward children of school age, with not more than forty children on the roll;
    (v.) A junior kindergarten class or classes, with not more than forty children between the ages of three and five on the roll; but children so enrolled shall not be reckoned in computing the average attendance of the normal school:
    Provided that in any case the “model schools” shall include at least one model school of type (i), one of type (ii), one of type (iii), and one of type (iv) or type (v).

(2.) For the purpose of the wider observation by students of teaching methods, the Board, after consultation with the Committee of Advice, may appoint, subject to the approval of the Minister, selected teachers of public schools, secondary schools, or technical high schools within convenient distance of the normal school to supervise and report upon the work of such students as are sent by the Principal of the training college with the consent of the governing bodies concerned to observe the classes under the charge of the said teachers. Teachers so appointed shall be recognized as associated normal teachers, and the classes as associated normal classes.

  1. (1.) The organization of normal schools and the salaries of the staffs shall be approved by the Minister of Education, but in no case shall the salaries be less than those payable under the Act.
    (2.) No uncertificated teacher shall be appointed on the staff of a normal school unless he possesses special qualifications approved by the Minister, and in such latter case no deduction from salary shall be made under the note appended to the Fourth Schedule to the Act.
    (3.) No pupil-teacher shall be employed on the staff of a normal school, nor shall any probationer be assigned thereto.

  2. Subject to the approval of the Minister, the members of the staff of the training college and normal school shall be appointed by the Board after consultation with the Committee of Advice, which may (except in regard to the appointment of the Principal of the training college and the headmaster of the normal school) delegate its functions in this respect to the Senior Inspector.

  3. (1.) In addition to the staff of the normal school, the following shall be the staff of the training college:—
    (a.) Principal of the training college, who shall also have control of the normal school, and shall receive a salary of £550 a year: Provided that, if he is also Professor or Lecturer on Education at the University College, he shall be paid such additional sum by way of salary as shall, together with the class fees (if any) received by him at the University College, make up his salary to £650 a year.
    (b.) Assistant Lecturer, who shall also act as Assistant Supervisor of Students and deputy head teacher of the normal school, and shall receive a salary as for a head teacher of Grade VI under Part I of the Fourth Schedule to the Act, but without house allowance.
    (c.) Tutor and librarian, who shall receive a salary as for an assistant teacher of Grade 7.

(2.) The following shall be the staff of the “main school” of the normal school:—
(i.) Headmaster, who shall also be Lecturer on Method and Supervisor of Students, and shall receive a salary of £475 a year, and a house allowance of £50 a year.
