Situated on Rosslyn Road, the access being from Levin,
which is about two miles distant. Flat land, half in bush
and half in stumps, with good soil on sandstone formation.

Powers delegated to the Whangarei Borough Council under the
Scenery Preservation Act, 1908.


LIVERPOOL, Governor.

IN pursuance and exercise of the powers and authorities
conferred upon him by section thirteen of the Scenery
Preservation Act, 1908, His Excellency the Governor of the
Dominion of New Zealand doth hereby vest the control of
the reserve described in the Second Schedule hereto (being
land reserved under the said Act), for the period of three
years from the date hereof (unless previously altered or
revoked under the said Act), in the undermentioned body,
namely,—

THE WHANGAREI BOROUGH COUNCIL,

which is hereby constituted for that purpose a special Board
by the name of the Whangarei Scenic Board (herein referred
to as “the Board”), in trust for the preservation of scenery,
and with the powers and subject to the conditions set forth
in the First Schedule hereto.


FIRST SCHEDULE.

MEETINGS.

  1. THE Board shall meet for the transaction of business at
    the Borough Council office after the conclusion of business
    at the ordinary meeting of the Council on the fourth Monday
    in each month, or at such other time or place as may from
    time to time be fixed by the Board. The first meeting shall
    be held during the month of September, 1914.

  2. The Mayor shall be the Chairman of the Board, and
    may join in the discussion, and shall have an original as
    well as a casting vote.

  3. Special meetings may be convened by the Chairman, pro-
    vided that two days' notice of such meeting be given to
    each member, specifying the business to be transacted at
    such special meeting; and no other business than that so
    specified shall be transacted at such meeting.

  4. Any five members of the Board shall form a quorum.
    Any meeting may be adjourned from time to time.

  5. The Board shall prepare and submit at an annual meet-
    ing to be held in the month of April in each year a report
    of the proceedings of the Board for the previous year ending
    on the 31st day of March, together with a statement of the
    receipts and expenditure of the Board for such year. A copy
    of every such report and statement, certified by the Chair-
    man to be correct, shall be sent to the Minister in Charge of
    Scenery Preservation as soon as possible after each annual
    meeting.

  6. If at any meeting the Chairman is not present at the time
    appointed for holding the same, the members present shall
    choose some one of their number to be chairman of such
    eeting.

  7. All questions shall be determined by the majority of
    votes of the members of the Board present at a meeting.

  8. The Board shall not lease any portion of the reserve, or
    permit any grazing thereon, without the permission of the
    Minister in Charge of Scenery Preservation having been
    previously obtained.

OFFENCES.

  1. Every person is liable to a penalty of £100 who, without
    the written consent of the Minister of Lands first obtained,—
    (a.) Lights a fire within the limits of a reserve; or
    (b.) Cuts or removes any timber or bush thereon; or
    (c.) In any way interferes with or damages the scenic or
    historic features thereof.

  2. No person shall, within the limits of a reserve, without
    the written consent of the Board first obtained,—
    (a.) Take, carry, or use firearms, or any fireworks, or any
    explosive, or any weapon or instrument of a danger-
    ous nature.
    (b.) Shoot, snare, or destroy any bird, or take or destroy
    the nests or eggs of any birds.
    (c.) Shoot, kill, or injure any animal, or remove any animal
    therefrom.
    (d.) Introduce any dog to follow him within the limits of
    a reserve; and any dog found within the limits of
    a reserve may be destroyed by any person autho-
    rized by the Board, either generally or in any par-
    ticular case.

(e.) Damage any fence, gate, or barrier, or other property
belonging to or in the custody of the Board.
(f.) Destroy, deface, or injure any inscription, or any label
attached to or connected with any article, or tree,
or shrub, or other plant, or copy of these regula-
tions hung up or affixed at any entrance to or in
any part of a reserve.

  1. No horses, donkeys, sheep, goats, or cattle shall be
    allowed within the limits of a reserve without the written
    consent of the Board thereto being first obtained by the
    owners of such animals.

  2. Any Inspector or person authorized for that purpose
    by the Board may drive any animal or animals trespassing
    in a reserve to the nearest public pound and there impound
    the same, and any such animal or animals shall not be re-
    leased therefrom except upon payment of the usual driving-
    fees and poundage-charges. Nothing in this regulation
    contained shall be deemed to limit or prevent the taking
    of any proceedings for the recovery of any penalty or other-
    wise in respect of the trespass of such animal.

  3. Wild cattle or horses trespassing within the limits of
    a reserve shall only be destroyed by persons authorized by
    the Board to do so, and such persons may be authorized to
    use firearms for that purpose.

  4. No person shall, within the limits of a reserve, use any
    obscene or profane language, or commit any breach of the
    peace, act of indecency, or other impropriety, or insult or
    annoy any person.

  5. No persons of bad repute, disorderly persons, or va-
    grants shall be allowed within the limits of a reserve.

  6. Every person who commits any breach of Regulations
    Nos. 9 to 15 is liable to a penalty not exceeding £5.


SECOND SCHEDULE.

CORONATION SCENIC RESERVE, WHANGAREI BOROUGH.

ALL that area in the Auckland Land District, containing by
admeasurement 117 acres 1 rood 39 perches, more or less,
being part of Horahora No. 2 Block, part of Te Wharowharo
No. 1 Block, and Kirikiri No. 5 Block, situated in Block XII,
Purua Survey District. Bounded towards the north-east by
Section No. 192, Melanesian Mission Land, and Section
No. 167 from the easternmost corner of Section No. 77 to
the road forming the north-western boundary of Section
No. 43, Borough of Whangarei; thence towards the south-
east by the road forming the north-western boundaries of
Sections Nos. 43, 71, 72, 73, 74, 75, 94, 93, and 92, the abut-
ment of that road and the last-mentioned section to Te
Wharowharo No. 2 Block; thence by that block to its western-
most corner; thence by a right line bearing 353° 9′ 57″,
distance 4340·3 links, to the southern boundary of Section
No. 77; and thence towards the north by that section to
its easternmost corner, the place of commencement: as
the same is delineated on the plan marked P.W.D. 30653,
deposited in the office of the Minister of Public Works at
Wellington, and thereon bordered red.

As witness the hand of His Excellency the Governor,
this thirty-first day of August, one thousand nine
hundred and fourteen.

Regulations for the Military Forces of the Dominion of New
Zealand revoked and substituted.


LIVERPOOL, Governor.

IN pursuance and exercise of the powers and authority
conferred on me by the Defence Act, 1909, and its
amendments, I, Arthur William de Brito Savile, Earl of
Liverpool, the Governor of the Dominion of New Zealand,
do hereby revoke a regulation for the New Zealand Military
Forces made on the twentieth day of August, one thousand
nine hundred and thirteen, and published in the New Zealand
Gazette
No. 68, of the fourth day of September, one thousand
nine hundred and thirteen, and do also make the regulation
as set forth in the said Schedule; and I do hereby declare
that such revocation shall take effect and such regulation
shall come into force as from the twenty-ninth day of August,
one thousand nine hundred and fourteen.


SCHEDULE.

PARAGRAPH 158A is hereby revoked, and the following sub-
stitted in lieu thereof:—

158A. Members of the Territorial Force shall receive, in
addition to pay of rank, extra duty pay at the rate of 7s. 6d.
