(2.) N.C.O.s of the R.N.Z.A. appointed to the position of D.S.M. at the four centres shall receive extra-duty pay to make their pay equal to the minimum pay of a second-class Staff Sergeant in the R.N.Z.A., but they shall not be entitled to draw any allowances other than those authorized for the permanent rank they hold in the R.N.Z.A.

(3.) Divisional sergeant-majors will remain on the strength of the R.N.Z.A. and be promoted in the usual manner. On attaining higher rank than Sergeant in the R.N.Z.A., D.S.M.s to be replaced by a junior N.C.O.

(4.) In order to fill the vacancies created by the appointment of four N.C.O.s as D.S.M.s, four additional bombardiers will be appointed in the R.N.Z.A.

Duties of Officers and Others concerned with the Work in Area Groups and Areas.

OFFICER IN CHARGE OF AREA GROUP.

  1. The following will be the duties of an Officer in charge of Area Group :—

(1.) He will control the officers or N.C.O.s in charge of the areas included in his group, and will supervise and co-ordinate their work.

(2.) He is responsible direct to the O.C. District for the registration, medical examination, enrolment, and posting of all persons liable to military service in his group (vide Section V).

(3.) He is responsible to the O.C. District for all matters relating to the organization, administration, and training of all Senior Cadet companies and Rifle Clubs in his Area Group, and will be their Commanding Officer.

(4.) He will be the channel of communication between the Rifle Clubs of his group and District Headquarters.

(5.) He will command all the N.C.O.s of the Permanent Staff in his Area Group other than the Brigade Sergeant-majors, Regimental Sergeant-majors, and Regimental Quartermaster-Sergeants.

(6.) He will approve all transfers both to and from his Area Group, and both to and from each area in his group.

(7.) He will keep an alphabetical roll of every unit or portion of units in his Area Group.

(8.) He will furnish the Adjutants in his Area Group with a list of those Senior Cadet companies for whose clothing and equipment they are responsible.

REGIMENTAL ADJUTANTS.

  1. The following will be the duties of the Adjutant of a Mounted Rifle or Infantry regiment as regards his work in areas :—

(1.) He is entirely responsible to his Commanding Officer for all matters relating to the training and administration of the regiment.

(2.) He will control the Regimental Sergeant-major and the Quartermaster-Sergeant, and is responsible that the latter carries out his duties in connection with the Senior Cadets as laid down in para. 83.

(3.) He may be called upon to take over the duties of the officers in charge of either of the groups from which his regiment is drawn, whenever such officer is absent on leave or from any other cause.

(4.) He will apply before the 20th of each month to the Area Group Officers concerned for such instructors as he may require to carry out the instructions of his regiment during the ensuing month.

(5.) He will on no account whatever either take a man on or strike a man off the strength of his regiment without the authority of the Area Group Officer.

(6.) He will carry out the duties of Quartermaster to the regiment.

ADJUTANT, FIELD ARTILLERY BRIGADE, AND DIVISIONAL ADJUTANT, GARRISON ARTILLERY.

  1. The following will be the duties of the Adjutant of a Field Artillery brigade as regards his work in areas :—

He will generally assist Officers in charge of Area Groups and Adjutants of regiments with whom he is brought into contact, and will see that the Artillery instructors of his brigade or division do not confine their attention entirely to the work of their own arm, but take their due share in the general work of training in areas. He will also carry out the duties of Quartermaster.

AREA SERGEANTS-MAJOR.

  1. The duties of an Area Sergeant-major are as follows :—

(1.) He is responsible for the registration of all persons in his area who become liable for military service, and for the necessary arrangements for their medical examination. He will issue record-books to those accepted for service, and will make the necessary entries therein.

(2.) He will, together with other instructors in his area, hold himself at the disposal of all Territorial officers within his area, both to assist them in their training and to advise them in their administrative duties.

(3.) He will keep an alphabetical roll by units of all Territorials in his area.

(4.) He will keep the parade rolls of all Senior Cadet companies and Rifle Clubs, or portions thereof, in his area.

(5.) He will do his best to obtain a thorough knowledge of the distribution of the population, conditions of employment, industries, and all matters affecting the interests of employers of labour and all those liable for training within his area. It is his business to bring to the notice of unit and other commanders responsible for training in his area any circumstances that may tend to make the holding of parades compatible with local conditions and convenient to the people.

(6.) He will assist generally, as laid down in these regulations, standing or other orders, in carrying out the provisions of the Defence Act, and will bring to the notice of the Officer in charge of the Group any cases of contravention or evasion of the Act.

(7.) He will keep a diary showing his itinerary and the duties he has performed. This diary will be forwarded on the last day of each month to the Officer in charge of the Group.

(8.) He will on no account whatever either take a man on or strike a man off the strength of his area without the authority of the Area Group Officer.

QUARTERMASTER-SERGEANTS.

  1. Quartermaster-Sergeants of the Permanent Staff will be responsible for the issue and supervision of clothing, arms, and equipment of their own units, and, in addition, to such Senior Cadet companies as may from time to time be allotted to them.

SECTION IV.—APPOINTMENT, PROMOTION, RETIREMENT RESIGNATION, AND TRANSFER.

Officers.

GENERAL.

  1. All appointments, promotions, exchanges, transfers, retirements, and resignations of officers will be notified in the Gazette and promulgated in Orders. Unless otherwise stated, these notifications will take the date of the Gazette.

Commissions will be of three kinds :—

(1.) Commissions in the New Zealand Staff Corps and Royal New Zealand Artillery.

(2.) Commissions in the Territorial Force.

(3.) Direct commissions in the Reserve of Officers (in the rank of Lieutenant only) for specially qualified Junior Cadet officers.

  1. No officer can hold more than one commission at one and the same time.

  2. Where vacancies exist in the rank of Lieutenant, owing to no 2nd Lieutenant being qualified for promotion, extra 2nd Lieutenants shall be appointed, provided the total establishment of subalterns is not exceeded.

  3. Supernumerary 2nd Lieutenants may be appointed to regiments and corps, on the recommendation of O.sC. Districts, not exceeding in number 25 per cent. of the authorized total establishment of subalterns.

APPOINTMENTS.

Appointments to First Commissions in the New Zealand Staff Corps and Royal New Zealand Artillery.

  1. All appointments to commissions in the New Zealand Staff Corps and R.N.Z.A. will eventually be made from cadets who have passed through a course of training at the Royal Australian Military College, and will be made in the rank of Lieutenant.

Appointment to First Commissions in the Territorial Force.

  1. First appointments to commissions in the Territorial Force will, as a rule, be made in the rank of 2nd Lieutenant from candidates from the ranks recommended by their C.O.s, through usual channel, and selection by competitive examination. Failing the necessary supply by this means all appointments, except N.Z.M.C. and N.Z.V.C., will be probationary, and will lapse at
