any office in the Administrative Division of the Public Service
of New Zealand, and the Governor in Council may, upon
such certificate, add any office to the Administrative Division
or abolish any office therein :
And whereas the Public Service Commissioner has certified
to the Governor that it is expedient to abolish the office of
“Inspector-General of Mental Hospitals and Inspector of
Prisons,” and to add the office of “Inspector-General of
Mental Defectives” :
Now, therefore, His Excellency the Governor of the Do-
minion of New Zealand, in pursuance and exercise of the
powers conferred on him by the said section, and of all other
powers enabling him in this behalf, and acting by and with
the advice and consent of the Executive Council of the said
Dominion, doth hereby abolish the office of “Inspector-
General of Mental Hospitals and Inspector of Prisons”
from the Administrative Division of the Public Service of
New Zealand, and doth further hereby add the office of
“Inspector-General of Mental Defectives” to the said
Administrative Division.

Appointing Members of Assessment Courts under the
Valuation of Land Act, 1908.

LIVERPOOL, Governor.
ORDER IN COUNCIL.
At the Government House at Wellington, this twenty-
second day of May, 1914.

Present :

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

IN pursuance and exercise of the power and authority
vested in him by the Valuation of Land Act, 1908, His
Excellency the Governor of the Dominion of New Zealand,
acting by and with the advice and consent of the Executive
Council of the said Dominion, doth hereby appoint the
persons mentioned in the Schedule hereto to be members of
the Assessment Court for the special district set opposite the
name of each respectively.

of Land Act, 1908.

IN pursuance and exercise of the power and authority
vested in him by the Valuation of Land Act, 1908, His

acting by and with the advice and consent of the Executive
Council of the said Dominion, doth hereby appoint the

Authorizing the Havelock North Town Board to erect Electric
Lines within the Havelock North Town District.


LIVERPOOL, Governor.
ORDER IN COUNCIL.
At the Government House at Wellington, this twenty-second
day of May, 1914.

Present :

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by section two of the Public Works Amend-
ment Act, 1911, it is provided that no person shall
lay, construct, put up, place, or use any electric line except
under the authority of a license issued to him by the Governor
in Council under that Act :
And whereas the Havelock North Town Board (herein-
after referred to as “the said Board”) desires to erect electric
lines within the Havelock North Town District, and it is
expedient accordingly to issue a license in respect thereof
under the said section :
Now, therefore, in pursuance and exercise of the powers
conferred upon him by the said section, and of all other
powers enabling him in this behalf, His Excellency the Go-
vernor of the Dominion of New Zealand, acting by and
with the advice and consent of the Executive Council of
the said Dominion, doth, subject to the conditions set
forth in the Schedule hereto, hereby authorize the said
Board to lay, construct, put up, place, or use electric lines
for lighting and power purposes within the area of supply
shown on the plan marked P.W.D. 34322, deposited in the
office of the Minister of Public Works, at Wellington, in the
Wellington Provincial District.


SCHEDULE.

  1. In this license—
    “Board” means the Havelock North Town Board :
    “Consumer’s wires” means any electric lines on the
    consumer’s premises which are electrically connected
    with the Board’s electric lines :
    “Distribution line or lines” means the portion of any
    line from which service wires are connected for the
    purpose of supplying consumers :
    “Earthed” applied to any conductor means that such
    conductor shall be so connected to the general mass
    of earth as to ensure at all times an immediate safe
    discharge to earth of electric energy :
    “Electric line” means any wire, wires, conductor, or
    other means used for conveying, transmitting, or
    distributing electricity for power, lighting, or heat-
    ing purposes, and includes any instrument, insulator,
    casing, tubing, pipe, covering, tower, or post enclos-
    ing or supporting an electric line or anything
    connected therewith :
    “Electric telegraph line” means any wire, wires, or
    cables belonging to the Post and Telegraph Depart-
    ment, or erected under authority granted by the
    Minister of Telegraphs :
    “High pressure” means pressures from 600 up to 3,300
    volts :
    “Inspecting Engineer” means and includes any Inspect-
    ing Engineer appointed by the Minister to inspect
    works to be constructed or maintained by virtue of
    electric-line licenses or any water-power licenses or
    any combined water-power and electric-line licenses
    issued under the Public Works Act, 1908, and any
    or all of its amendments, or under any one or more
    of such amendments only, or Acts passed in amend-
    ment thereof or substitution therefor :
    “Low pressure” means pressures up to 600 volts :
    “Minister” means the Minister of Public Works :
    “Pressure” means difference of electric potential between
    any two conductors through which supply of energy
    is given or between any part of either conductor and
    the earth :
    “Street” includes road :
    “Telegraph” includes telephone.

System of Supply.

  1. The supply of electrical energy shall be received in bulk
    from the Hastings Borough Council’s supply at the Board’s
    sub-station in Havelock North Town District.
    The system of supply shall be three-phase alternating
    current at a pressure not exceeding 3,300 volts at a frequency
    of 50 cycles per second.
    In the sub-station or in pole transformers it shall be trans-
    formed down to 400 volts between phases, and 230 volts
    between each phase and the neutral for low-tension distri-
    bution.
