absence, but no longer, all such powers and authorities vested in the Governor by
the said Letters Patent as in and by such instrument are specified and limited, but
no others: Provided, nevertheless, that by the appointment of a Deputy as aforesaid
the power and authority of the Governor shall not be abridged, altered, or in any
way affected otherwise than His Majesty may at any time thereafter think proper to
direct:

And whereas by the Deputy Governor’s Powers Act, 1912, all the powers and
authorities conferred on or vested in the Governor by any Act or law in force in New
Zealand, as well as the powers and authorities conferred upon or vested in the
Governor by the said Letters Patent, shall and may be exercised by the person
appointed by the Governor to be his Deputy:

And whereas I have occasion to visit the Cook Islands, and in so doing shall be
temporarily absent from the seat of Government and from the Dominion for a short
period, and, there being no Lieutenant-Governor in the Dominion, I have deemed it
expedient to appoint a Deputy during such temporary absence, with such powers and
authorities on my behalf as are hereinafter mentioned:

Now, therefore, know ye that, for the purposes aforesaid, and in pursuance and
exercise of the power and authority vested in me by the hereinbefore-in-part-recited
Letters Patent, and of every other power and authority enabling me in that behalf,
I, the said ARTHUR WILLIAM DE BRITO SAVILE, Earl of Liverpool, as such Governor as
aforesaid, do, by these presents issued under the Public Seal of the Dominion of
New Zealand, constitute and appoint the Honourable Sir ROBERT STOUT, K.C.M.G.,
Chief Justice of the said Dominion, to be my Deputy during the period of my
temporary absence as aforesaid—that is to say, from the date of my departure from
the seat of Government until the date of my return there—and in that capacity for
me and on my behalf to exercise, perform, and execute all the powers and authorities
vested in me as such Governor by the said Letters Patent or by any Act or law in
force in the Dominion.

And I hereby declare that the power and authority hereby conferred shall com-
mence and take effect upon and after the twenty-second day of May, one thousand
nine hundred and fourteen.

And I expressly direct that my said Deputy shall, in the exercise of all or any
of the said powers and authorities, conform to and abide by the requirements of any
law, statute, or regulation in force in the Dominion respecting the same, and also to
the hereinbefore-in-part-recited Letters Patent and the Royal Instructions accom-
panying the same so far as they are applicable.

In witness whereof I have caused these presents to be passed under the
Public Seal of the Dominion of New Zealand, and have hereunto set
(L.S.) my hand, this twenty-first day of May, in the year of our Lord
one thousand nine hundred and fourteen.

LIVERPOOL, Governor.

By Authority: JOHN MACKAY, Government Printer, Wellington.
