miles being formed and metalled road, two miles by formed
unmetalled road, quarter-mile by formed horse-track, and
the remainder by surveyed but unformed road. The access
to the other two sections is either from Martinborough.
twenty-eight miles distant—twenty-four miles by formed
road and four miles by surveyed unformed road up to the
bed of the Cape Stream—or from the White Rock landing
on the sea-coast, fourteen miles distant, of which ten are by
formed road. This block was originally all under bush, but
fires have swept through from time to time and destroyed
all but about 4,500 acres of it. The spurs have been burnt
fairly clean, but most of the gullies and shady sidings have
a second growth of makomako scrub. The greater portion
of the burnt area has never been sown, and is now covered
with native grass and tauhinu on the spurs and makomako
scrub in the gullies. The soil is of a loose rocky nature
resting on brown rock formation, and should hold the grass
well up to 2,000 ft. altitude. The altitude of the block
ranges from 425 ft., in the Cape Stream, to 3,200 ft., along
the Mt. Ross and Te Manga Ranges, but a considerable
portion of the area lies between 600 ft. and 2,000 ft. altitude.
The bush on the lower slopes comprises rimu, miro, hinau,
a few matai, titoki, rewarewa with a thick undergrowth of
the usual kind. Towards the 2,000 ft. level red-birch pre-
dominates, with horopito undergrowth, and on the Mt. Ross
and Te Manga Ranges the forest is principally silver-birch.
There is a fairly heavy rainfall along the Te Manga and
Mt. Ross Ranges, and during the winter snow falls frequently.
Numerous small steams provide the block with an excellent
water-supply.
Many of the fences, especially along the Stony Creek and
White Rock boundaries, have been put up off the true lines.
None of them are, however, included in the values of the
sections.

Opening National Endowment Land in Auckland Land District
for Selection.


LIVERPOOL, Governor.

IN pursuance and exercise of the powers and authorities
conferred upon me by the Land Act, 1908, I, Arthur
William de Brito Savile, Earl of Liverpool, the Governor of
the Dominion of New Zealand, do hereby declare that the
national endowment land described in the Schedule hereto
shall be open for selection on renewable lease on Monday,
the twenty-second day of June, one thousand nine hundred
and fourteen, at the rental mentioned in the said Schedule ;
and I do also declare that the said land shall be leased under
and subject to the provisions of the said Act.

Altitude, 400 ft. to 900 ft. above sea-level. Undulating to
hilly land, 15 to 20 acres fern, balance mixed forest com-
prising rimu, totara, rata, towai, kohekohe, rewarewa, mamaku
&c., with medium undergrowth of puka, hangehange, mahoe,
kohutuhutu, raurekau, punga, nikau, kiekie, supplejack, &c.
Soil fair clay, on decomposed rock formation ; well watered
by streams. Distant nine miles from Hikurangi Railway-
station, eight miles of which is by formed and partly metalled
cart-road, balance 6 ft. track, except about 20 chains, which
is still unformed, but passable for horse traffic.

this sixteenth day of April, one thousand nine
hundred and fourteen.

Warrant apportioning the Cost of maintaining Portions of the
Dannevirke—Herbertville Main Road, Waione and Oporae
Roads, in the Weber County.


LIVERPOOL, Governor.

WHEREAS by section one hundred and nine of the
Public Works Act, 1908 (hereinafter termed “ the
said Act ”), it is provided that in any case where a road in
one district is largely used by or for the purpose of traffic to
or from any other district or districts, and affords access to or
from such districts, and the Governor is of opinion that it is
equitable that the latter district or districts should contribute
towards the cost of constructing or maintaining the whole or
any portion of such road in the former district, the Governor
may from time to time apportion the cost of constructing or
maintaining the whole or any portion of such road among the
local authorities of the respective districts as he thinks fit ;
and for that purpose, and to enable effect to be given hereto,
the provisions of section one hundred and nineteen hereof
shall, mutatis mutandis, apply in the case of the construction
or reconstruction of the road, and the provisions of section
one hundred and twenty in the case of the maintenance of
the road :
And whereas a dispute has arisen between the local autho-
rities hereinafter mentioned on the question of the maintenance
of the roads hereinafter mentioned : And whereas by the
said section one hundred and twenty it is, inter alia, provided
that the Governor may, with a view of determining what
proportion (if any) of the coast of maintaining any work
should be borne by any local authority, direct any Magistrate
or other person to be a Commissioner to inquire into and
report to him upon any matter which he shall deem necessary
to enable him to determine any such question as aforesaid :
And whereas a Commissioner was appointed for the purpose
aforesaid, and an inquiry was duly held :
And whereas such Commissioner did report to the Governor,
after due inquiry, his opinion thereon :
And whereas the Governor is of opinion that it is equitable
that the cost of maintaining the roads mentioned in the
Schedule hereto should be provided and paid in the manner
and in the proportion hereinafter set forth :
Now, therefore, I, Arthur William de Brito Savile, Earl of
Liverpool, the Governor of the Dominion of New Zealand,
in pursuance and exercise of the power and authority vested
in me by the said Act, do hereby direct that, from and after
the date of this Warrant, the Akitio County Council shall pay
to the Weber County Council the sum of seventy-five pounds
(£75) per annum towards the cost of maintaining the Danne-
virke — Herbertville main road, fifty pounds (£50) per annum
towards the cost of maintaining Waione Road, and twenty-five
pounds (£25) per annum towards the cost of maintaining
Oporae Road ; and the Patangata County Council shall pay
to the Weber County Council the sum of fifty pounds (£50)
per annum towards the cost of maintaining the Dannevirke—
Herbertville main road.
And I do hereby direct that any contributions hereby
required to be made as aforesaid by the Akitio and Patangata
County Councils shall be paid from time to time out of the
funds of the said County Councils within a period of thirty
days after demand in writing made by or on behalf of the
Weber County Council ; and such payments shall be made
from time to time to the Clerk of the Weber County Council
for and on account of the Akitio and Patangata County
Councils.


SCHEDULE.

ALL that road in the Weber County known as the Dannevirke—
Herbertville main road, commencing at the boundary of the
Dannevirke and Weber Counties and running in a south-
easterly direction generally to the boundary between the
Weber and Patangata Counties.
Also all those roads in the Weber County known as the
Waione and Oporae Roads, running in a southerly direction
generally from the Dannevirke—Herbertville main road to the
boundary of the Weber and Akitio Counties.
As the said roads are more particularly delineated on the
plan marked P.W.D. 33557, deposited in the office of the
Minister of Public Works, at Wellington, in the Provincial
District of Wellington, and thereon coloured blue.

As witness the hand of His Excellency the Governor,
this sixteenth day of April, one thousand nine
hundred and fourteen.
