Regulations made under the Public Service Act, 1912, for the Examination of Inspectors of Factories for promotion in the Department of Labour.

WHEREAS by section 34 of the Public Service Act, 1912 (hereinafter called “the said Act”), the Public Service Commissioner, with the approval of the Governor in Council, is authorized to make regulations for the carrying-out of the provisions of the said Act, and such regulations may be made either generally or with respect to any particular case or class of cases:

Now, therefore, the Commissioner, in pursuance and exercise of the said authority, and with the approval of the Governor in Council, doth hereby make the regulations set forth in the Schedule hereto, with respect to the examination of Inspectors of Factories, General Division, Department of Labour, who are desirous of promotion to the positions of Officers in Charge, or as Inspectors in Charge, Clerical Division; and doth order that such regulations shall have effect from and after the date of publication thereof in the Gazette.

SCHEDULE.

  1. An examination for such Inspectors of Factories (hereinafter termed “the prescribed examination”) shall be held at such times and at such places as may from time to time be fixed by the Commissioner and of which due notice will be given.

  2. Any such Inspector of Factories who desires to sit for examination shall give notice of his intention to the Secretary of Labour.

  3. Each subject of the prescribed examination shall be compulsory, and candidates shall be deemed to have failed who do not obtain at least 33⅓ per centum of the maximum marks allotted for each subject, and at least 40 per centum of the aggregate maximum marks for all the subjects; provided that any candidate who fails in not more than two subjects shall be allowed to again sit for such subjects within one year of failing. In such case the marks obtained in the subjects in which the candidate passed at the previous examination shall be included in the aggregate marks obtained for all the subjects.

  4. The syllabus for the examination shall be as follows:—

Subject. Maximum Marks.

A. Written Examination.

(1.) Arithmetic (equivalent to the requirements for the Sixth Standard Certificate of Proficiency prescribed by regulations under the Education Act, 1908) 400

(2.) Precis, report, and letter-writing, with particular reference to the requirements of an office of the Department of Labour 600

(3.) Office management and routine, with particular reference to the requirements of an office of the Department of Labour 400

B. Oral Examination.

(4.) The conduct of a prosecution for a breach of one of the labour laws before the Magistrate’s or Arbitration Court (subject-matter of breach to be chosen by Examiner) 400

C. General Ability.

(5.) Knowledge of work of Department, tact, and discipline (as disclosed by a report of the Secretary of Labour) 400

For the purpose of the examination, item 5 of the syllabus shall be deemed to be a subject.

  1. Whenever vacancies occur in the Department of Labour in the positions of Officers in Charge at Auckland, Christchurch, and Dunedin, or Inspectors in Charge at Wellington and Invercargill, Inspectors of Factories who have passed the prescribed examination shall be eligible for promotion to such positions, and upon such appointment shall be deemed to be promoted to the Clerical Division; provided that no officer so promoted shall be entitled to appointment to any other position in the Clerical Division until he has passed the Public Service Entrance or Senior Examination.
