Regulations regarding the Constitution of Special Districts for Roading Purposes, and the Expenditure of the Moneys received from the Lands comprised in such Districts for the Purpose of affording Access to the said Lands.

IN pursuance and exercise of the powers conferred upon him by section fifty of the Land Laws Amendment Act, 1913 (hereinafter referred to as "the said Act"), His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following regulations with respect to the constitution of special districts for roading purposes; also the expenditure of the moneys received from the lands comprised in such districts for the purpose of affording access to the said lands; and doth hereby declare that these regulations shall come into force on the date of the publication thereof in the New Zealand Gazette.
REGULATIONS.

In these regulations "the Minister" means the Minister of Lands.

A declaration by the Minister constituting a special district pursuant to the said section 50 shall designate the said district by a special name, and shall be by writing signed by the Minister and gazetted; but all proceedings prescribed by these regulations may be taken at any time after the signature of the Minister, and either before or after the gazetting of the declaration.

The Minister shall, as soon as practicable after the signing of the declaration, direct the bank into which the moneys defined in the said section shall be paid, and the period during which such payments shall be made. Any direction by the Minister under this regulation may be varied from time to time.

The Minister shall, as soon as practicable after the signing of the declaration, appoint some person or persons, pursuant to the said section, for the purpose of supervising the expenditure of the said money within the special district. Any appointment under this regulation may be cancelled, and further appointments made from time to time as may be necessary.

The Minister shall, as soon as he deems it necessary, convene a meeting of the settlers (as defined by the said section), to be held at a time and place to be named by the Minister, for the purpose of electing a committee of not less than two or more than five of the settlers, which Committee shall have the duty of directing the manner and the purpose in and for which the moneys referred to in the said section shall be applied. Such meeting shall be presided over by an officer of the Public Service named by the Minister; but such officer shall not have a deliberative or casting vote. It shall be the duty of the officer to report to the Minister the resolutions of the meeting, and his report shall be conclusive evidence of the proceedings taken.

The Minister may from time to time convene meetings of the settlers, and name the persons to preside at such meetings. At any meeting so convened any vacancy in the Committee may be filled. A new Committee may, with the consent of the Minister, be elected by a meeting in place of an existing Committee. The number of the Committee may be increased or reduced by a meeting, but so that the number shall not be less than the minimum or exceed the maximum number hereinbefore prescribed. Other matters relating to the special district may be submitted by the Minister for the consideration or decision of a meeting. It shall be the duty of the person presiding at a meeting to report to the Minister the resolutions of the meeting, and his report shall be conclusive evidence of the proceedings taken.

All matters relating to the special district shall be under the direction and control of the Minister.
