EASTERN ARCHIPELAGO.
SURABAYA STRAIT, NORTHERN ENTRANCE.—CAUTION WITH REGARD TO BUOYAGE.—Position: Jamuang Reef, lat. 6° 55½′ S., long. 112° 43¾′ E. Caution: Owing to the constant changes in the positions of the light-buoys on the bar, the following cautionary note has been placed on the chart:—“The channel over the bar is subject to constant changes, and the light-buoys are moved accordingly.”
Note.—All buoys in Surabaya Strait shown on Chart No. 1654 have been erased, and a note “Marked by buoys” inserted against the name.

UNITED STATES, PACIFIC COAST.—CALIFORNIA.
DELGADA POINT.—INTENDED LIGHT AND WHISTLE BUOY.—Date of establishment: On or about the 15th September, 1913. Position: At a distance of 12·4 cables, 212° (S. 15° W. mag.), from the south-east extreme of Delgada Point. Lat. 40° N., long. 124° 5′ W. Description: A cylindrical light and whistle buoy with pyramidal superstructure, painted red, marked “4,” exhibiting a flashing white light every fifteen seconds—thus, flash 3 secs., eclipse 12 secs. Remarks: On the establishment of the light and whistle buoy, the black bell-buoy now situated about 1¼ miles eastward from the position given above will be withdrawn. Note: No further notice will be given. Variation: 17° E.
ENGLAND, SOUTH-WEST COAST.—SCILLY ISLES.
ROUND ISLAND.—FOG-SIGNAL ESTABLISHED.—Position: At lighthouse. Lat. 49° 58¾′ N., long. 6° 19¼′ W. Description: A siren giving a group of four blasts every two minutes—thus, blast 3 secs., silent 2 secs.; blast 3 secs., silent 2 secs.; blast 3 secs., silent 2 secs.; blast 3 secs., silent 102 secs.
AUSTRALIA, NEW SOUTH WALES.—SYDNEY HARBOUR.
FORT DENISON LIGHT.—WHITE SECTOR INSERTED.—Position: Lat. 33° 51½′ S., long. 151° 14¾′ E. Abridged description: Lt. F. W.R., 61 ft., vis. 5 m. Details: A white sector, showing into Woolloomooloo Bay, between the bearings of 6° (N. 4° W. mag.), and 14° (N. 4° E. mag.), has been inserted in the light. Variation: 10° E.

QUEENSLAND.
Erection New Tide-clock Beacon, Cairns.
Notice is hereby given that, while the erection of the structure for the tide-clock beacon at Cairns is in progress, a vessel will be moored about 3,000 feet N. 28° E. from the present clock beacon.
During daytime the vessel will show two shapes indicating “not under command,” and at night-time two riding-lights, the high light to north-east.

SOUTH AUSTRALIA.
Gulf St. Vincent.—Semaphore Anchorage.
MASTERS of vessels, pilots, and others are hereby informed that on and after the 1st December, 1913, the four-fathom patch will be marked with a red, conical-shaped buoy, showing a red occulting light by night. The buoy will be placed on the N.W. edge of the patch, with the outer light of No. 0 lead in to the Outer Harbour bearing 62° 30′ true (N. 57° E. mag.), and the water-tower 130° true (S. 54° E. mag.). There will be 25 ft. of water about 300 ft. northward of the buoy, deepening to 27 ft. and 28 ft. with No. 0 lead in line.
This affects Admiralty Charts Nos. 1752 and 2389A.
Investigator Strait, Althorpe Island.
Masters of vessels are hereby informed that on and after the night of 1st January, 1914, the first-order revolving light on Althorpe Island will show green over a sector of 81° between the bearing of 165° (S. 19° E. mag.) and 246° (S. 62° W. mag.)—that is to say, over the land of Yorke Peninsula, from West Cape to Yorke Point, and including the Little Althorpe Islands.
Approximate position: Lat. 35° 22¾′ S., long. 136° 51½′ E. This affects Admiralty Chart No. 2389A.

Notice to Mariners No. 129 of 1913.
THE following Notice to Mariners, received from the Port Officer, Melbourne, Victoria, is published for general information.

VICTORIA.
Flashing Light, No. 10 Buoy, South Channel.
REFERRING to Notice to Mariners No. 134, wherein mariners were notified of the establishment of a double flashing light at No. 10 buoy, South Channel, mariners are now hereby notified that such double flashing light has become deranged, and will appear as a single flashing light until adjusted. Further notification will be given when the proper characteristic of the light is restored.

TELEPHONIC FACILITIES AT PORT HARDY AND WHAREATEA BAY.

Subsidies to Public Libraries.
Education Department,
Wellington, 18th November, 1913.
NOTICE is hereby given that the sum of £4,000 has been voted by Parliament for distribution to public libraries.
The distribution will take place on the 9th February, 1914, and no claim will be entitled to consideration that shall not have been sent in due form and received by the Secretary for Education, Wellington, on or before the 26th January, 1914.

A library to be entitled to a subsidy must be public in the sense of belonging to the public, and of not being under the control of an association, society, or club whose membership is composed of a section of the community only, and if within a borough it must be open to the public free of charge. The receipts for the year from subscriptions and donations must not have been less than £2, exclusive of moneys received from endowments, or from Government, or from Borough or County Councils, or for special building purposes, or as rent, hire, or consideration for the use of any room, or building, or land belonging to the institution, in respect of none of which will subsidy be allowed. The net proceeds of concerts, lectures, or other entertainments on behalf of the current expenses of the library will be regarded as voluntary contributions. A subsidy will not be given to more than one library in the same town.
