Protection of Tuatara Lizard, &c.

Department of Internal Affairs,

IT is hereby notified for general information that by a Warrant under the hand of His Excellency the Governor, dated the 1st day of April, 1895, and published in the New Zealand Gazette of the 4th day of April, 1895, the tuatara lizard was protected under the Animals Protection Act, 1880, and by a further Warrant under the hand of His Excellency the Governor, dated the 2nd day of September, 1898, the said tuatara lizard and its eggs were declared to be protected under the said Animals Protection Act, 1880.

It is hereby further notified that any person, either European or Maori, who takes or destroys any tuatara lizard or the eggs thereof is liable to a fine not exceeding £20.

Varied Notice fixing Closing-hours of Tobacconists' and Hairdressers' Shops in the Borough of Hastings under the Shops and Offices Act.

WHEREAS a requisition in writing, signed by a majority of the occupiers of all the shops in each of the trades of tobacconists and hairdressers in the Borough of Hastings, has been forwarded to me, desiring that all such shops in the borough shall be closed in the evening of working-days as follows: Monday, Tuesday, Thursday, and Friday, 7 p.m.; Wednesday, 1 p.m.; Saturday, 10.30 p.m., excepting the periods (Show week) from 20th October to 25th October inclusive, 8 p.m.; from 21st December to 3rd January, 8 p.m.; And whereas the Hastings Borough Council has certified that the signatures to such requisition represent a majority of the occupiers in each of the trades of tobacconists and hairdressers within the Borough of Hastings:

Now, therefore, I, William Ferguson Massey, Minister of Labour, in pursuance of section 25 of the Shops and Offices Act, 1908, do hereby direct that from and after the 3rd day of November, 1913, all such shops as above mentioned in the Borough of Hastings shall be closed in accordance with such requisition.

The notice gazetted on the 21st day of May, 1908, fixing the closing-hours of all shops in the borough is hereby varied accordingly.

Regulations for the Manufacture, Use, and Sale of Methylated Spirits.

IN pursuance and exercise of the powers vested in me by subsection (10) of section 35 of the Customs Law Act, 1908, I, Francis Marion Bates Fisher, the Minister of Customs for the Dominion of New Zealand, do hereby revoke all regulations previously made under the authority of the said subsection (10) of section 35 of the said Act, and in lieu thereof do hereby prescribe the following regulations for the manufacture, use, and sale of methylated spirits:

REGULATIONS.

  1. No spirits shall be methylated which are of a lower strength than 50 per cent. overproof.

  2. No wood naphtha or pyridine shall be used for the purposes of methylation which have not been approved by the Secretary of Customs.

  3. (1.) Samples of wood naphtha or pyridine to be submitted for approval must be drawn and sealed in the presence of an officer of Customs; the vessels containing the naphtha or pyridine must also be sealed prior to delivery from Customs control.

(2.) Samples must not be less in quantity than a half-pint, and must bear on the label the marks and numbers of the packages of importation, the name of the country of origin, and the initials of the officer in whose presence they were drawn.

  1. No wood naphtha shall be approved which is of a less strength than 60 o.p. by Sikes hydrometer.

  2. Pyridine must comply with the following tests:

(a.) Colour.—The colour of the pyridine should not be darker than that of a solution of 2 cc. decinormal iodine solution per litre of distilled water.

(b.) Behaviour towards Cadmium-chloride.—10 cc. of a solution of 1 cc. pyridine-bases in 100 cc. water are treated with 5 cc. of a 5-per-cent. aqueous solution of water-free fused cadmium-chloride and vigorously shaken, and distinct crystalline separation must soon appear. 10 cc. of the same pyridine-base solution should give a white precipitate with 5 cc. of Nessler's reagent.

(c.) Boiling-point.—If 100 cc. of pyridine-bases are distilled in the following manner at least 90 cc. should have passed over at 140 deg. C. 100 cc. of pyridine are placed in a copper flask, with short neck, of 180-200 cc. capacity, and the flask placed on an asbestos plate with a circular opening of 30 mm. diameter. The flask bears a fractionating tube, 12 mm. wide and 170 mm. long, provided with a bulb. It is joined to a Liebig condenser by a side tube set in 1 centimetre above the bulb; the water envelope of the condenser should be at least 400 mm. long. In the upper opening of the fractionating tube an officially verified thermometer, showing the temperature range of 200 deg. C., is fixed so that its
