Commercial Road, Takaka County, exempted from the Provisions of Section 117 of the Public Works Act, 1908.


LIVERPOOL, Governor.

ORDER IN COUNCIL.

At the Government House, at Wellington, this fourteenth day of July, 1913.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by subsection one of section one hundred and seventeen of the Public Works Act, 1908, it is, inter alia, provided that the said section shall not apply in any case where the local authority having control of any road or street by resolution declares that the provisions thereof shall not apply to any specified road or street, or any specified part thereof, and such resolution is approved by the Governor in Council:

And whereas by subsection two of section one hundred and seventeen of the Public Works Act, 1908, it is provided that such approval may be either absolute or subject to such conditions with respect to the building-line as the Governor, by Order in Council, thinks fit to impose:

And whereas the Takaka County Council, being the local authority having control of the road described in the Schedule hereto, did by resolution declare that the provisions of the said section one hundred and seventeen should not apply to the said road:

And whereas it is deemed expedient that such resolution should be approved:

Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and exercise of the powers conferred by the above-in-part-recited Act, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby approve of the said resolution, in so far as it affects the said road described in the Schedule hereto.


SCHEDULE.

ALL that road in the Takaka County, Nelson Land District known as Commercial Road, commencing at its junction with Motupipi Road on the southern boundary of Section 21, Block X, Waitapu Survey District, and running in a north-easterly direction through the said Section 21, Sections 18, 20, and 19, in the said Block X, to its junction with Factory Road; as the said road is more particularly delineated on plan marked P.W.D. 33772, deposited in the office of the Minister of Public Works, at Wellington, in the Wellington Provincial District, and thereon coloured burnt sienna.

Authorizing the Christchurch City Council to erect Electric Lines within the City of Christchurch.


LIVERPOOL, Governor.

ORDER IN COUNCIL.

At the Government House, at Wellington, this twenty-second day of September, 1913.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by section two of the Public Works Amendment Act, 1911, it is provided that no person shall lay, construct, put up, place, or use any electric line except under the authority of a license issued to him by the Governor in Council under that Act:

And whereas the Christchurch City Council (hereinafter referred to as “the licensee”) desires to erect electric lines in the City of Christchurch, and it is expedient accordingly to issue a license in respect thereof under the said section:

Now, therefore, in pursuance and exercise of the powers conferred on him by the said section, and of all other powers in anywise enabling him in this behalf, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth, subject to the conditions set forth in the Schedule hereto, hereby authorize the licensee to erect and maintain, for lighting, heating, and power purposes within the City of Christchurch as at present constituted, the electric lines indicated by red lines on the plan marked P.W.D. 30871, deposited in the office of the Minister of Public Works, at Wellington, in the Wellington Provincial District, and such further lines as may from time to time be required within the said city.


SCHEDULE.

  1. In the following conditions—

“Minister” means the Minister of Public Works.

“Council” means the Christchurch City Council.

“Inspecting Engineer” means the engineer or other officer appointed by the Minister of Public Works for the purpose of inspecting the works to be constructed or maintained under this license.

“Telegraph” includes telephone.

“Pressure” means difference of electric potential between any two conductors through which supply of energy is given, or between any part of either conductor and the earth.

“Earthed” applied to any conductor means that such conductor shall be so connected to the general mass of earth as to ensure at all times an immediate and safe discharge to earth of electric energy.

“Electric line” means any wire, wires, conductor, or other means used for conveying, transmitting, or distributing electricity for power, lighting, or heating purposes, and includes any instrument, insulator, casing, tubing, pipe, covering, or post enclosing or supporting an electric line or anything connected therewith.

“Electric telegraph line” means any wire, wires, or cables belonging to the Post and Telegraph Department, or erected under authority granted by the Minister of Post and Telegraph Department.

“Consumer’s wires” means any electric lines on the consumer’s premises which are connected with the Council’s electric lines.

“Distribution line or lines” means the portion of any line from which service wires are connected for the purpose of supplying consumers.

“Street” includes road.

SYSTEM OF SUPPLY.

  1. Electrical energy shall be supplied to private consumers on one of the following systems:—

(a.) Direct-current two-wire or three-wire systems, at a pressure not exceeding 460 volts across the outers or 230 volts between each outer and the neutral wire.

(b.) Three-phase four-wire system, at a frequency of 50 cycles per second, and at a pressure not exceeding 400 volts between phases or 230 volts between each phase wire and the neutral wire.

(c.) Three-phase three-wire system, at a frequency of 50 cycles per second, and at a pressure not exceeding 11,000 volts between phases.

In addition to the above system of private supply, street lighting may be supplied on either of the systems “a” and “b” above, or on a constant-current series system at a voltage not exceeding 3,300 volts.

NEUTRAL WIRES TO BE EARTHED.

  1. The neutral wires of both direct and three-phase systems shall be efficiently insulated throughout their length, and each neutral system shall be earthed at the switchboard or transformer only.

REGULATION OF PRESSURE.

  1. The pressure shall be maintained within 4 per cent. above or below the declared pressure at the consumers’ terminals. The Council shall maintain a suitable recording voltmeter, and, on complaint by any consumer that the variations in voltage exceed these limits, or on the instructions of the Inspecting Engineer, the Council shall connect a recording
