And whereas it is desirable to amend the said regulations
in the manner hereinafter described :
Now, therefore, I, Francis Marion Bates Fisher, the Minis-
ter of Marine, in pursuance and exercise of the power and
authority conferred upon me by section 223 of the Shipping
and Seamen Act, 1908, and of all other powers enabling me
in that behalf, do hereby revoke clause 30 of the herein-
before-recited regulations, and do hereby make the following
regulations.

REGULATIONS.

  1. In the case of ships the whole of whose deck cargo
    does not consist of timber, the alleyways are always to be
    kept clear of cargo and live-stock, and there shall be a clear
    passage of not less than 3 ft. wide either on one side or the
    other, or part on one side and part on the other.

30A. On ships the whole of whose deck cargo is timber, it
may be stowed from rail to rail, in which case it shall be
properly secured to the satisfaction of the Superintendent,
and such lifelines for the protection of life as he may require
shall be properly fitted and secured. The heaviest timber
shall be stowed nearest the deck and graduating with the
lightest timbers at the surface, so that the timber when
stowed shall present a flat and even surface fore and aft and
athwart ships.

Defining River, Extended-river, and Extreme Limits for Opotiki.

IN pursuance and exercise of the power and authority
conferred upon me by section 189 of the Shipping and
Seamen Act, 1908, I, Francis Marion Bates Fisher, Minister
of Marine, do hereby define the Opotiki limits, within which
restricted-limits steamships and ships propelled by gas, oil,
fluid, electricity, or any mechanical power other than steam,
and to which restricted-limits certificates are issued, may
ply to be those set forth herein ; and I do divide such limits
into river, extended-river, and extreme limits.

River Limits.—Inside the bar of Opotiki Harbour.

Extended-river Limits.—Within a distance of three miles
outside the bar of the harbour.

Extreme Limits.—Between Opotiki and Motiti Island and
between Opotiki and Cape Runaway.

Notice of Intention to take Land in Block IX, Waipakura
Survey District, for Scenic Purposes.

NOTICE is hereby given that it is proposed, under the
provisions of the Public Works Act, 1908, the
Scenery Preservation Act, 1908, and the Scenery Preserva-
tion Amendment Act, 1910, to take the land described in
the Schedule hereto for scenic purposes.

And notice is hereby further given that the plan of the
land so required to be taken is deposited in the post-office
at Makirikiri, and is there open for inspection ; and that
all persons affected by the taking of the said land should,
if they have any well-grounded objections to the taking of
such land, set forth the same in writing, and send such
writing, within forty days from the first publication of this
notice, to the Minister of Public Works, at Wellington.

Public Service Board of Appeal.—Notice of Election of Member
of Board as Representative of the Officers of the Postal Branch
of the Post and Telegraph Department.

NOMINATIONS of two members of the Postal Branch
of the Post and Telegraph Department having been
received, a ballot of the votes of the officers whose names
were included in the list prepared by the Public Service
Commissioner for that purpose was held after 5 o’clock p.m.
on the 15th May, 1913, the result being as follows : Anderson,
Lewis, received 763 votes ; Scully, Francis Michael, received
1,091 votes ; informal voting-papers received, 29.

I hereby declare FRANCIS MICHAEL SCULLY to be duly
elected, and to be a member of the Board of Appeal provided
for under section 32 of the Public Service Act, 1912.
