  1. They shall be allowed to take one book from the library each week.
  2. They shall be granted a gratuity at the rate of 1d. for each thirty marks earned.
  3. They shall wear the prison dress with black facings.

Second Class.

  1. Prisoners shall be required to serve one-fourth of their full sentences in this class before becoming eligible for promotion to the First Class.
  2. Prisoners may for misconduct be required to serve an additional period in this class, or may be removed to the Third Class for a stated period.
  3. Prisoners in this class shall be permitted to receive a visit not exceeding thirty minutes in duration, and to despatch and receive one letter every six weeks: provided that their conduct and industry have been good during the preceding four weeks.
  4. They shall be allowed to take one book and one magazine from the library each week.
  5. They shall be granted a gratuity at the rate of 1½d. for each thirty marks earned.
  6. They shall wear the prison dress with yellow facings.

First Class.

  1. Prisoners on attaining this class shall serve the remainder of their sentence therein, unless promoted to the Special Class hereinbefore referred to, or removed to a lower class.
  2. They may for misconduct be removed to any lower class for a stated period. If removed to the Third Class they shall, on completion of the stated period, be returned to the First Class.
  3. Prisoners in this class shall be permitted to receive a visit of not more than thirty minutes’ duration, and to despatch and receive one letter every four weeks: provided that their conduct and industry have been good during the preceding four weeks.
  4. They shall be allowed to take two books and one magazine from the library each week.
  5. They shall be granted a gratuity at the rate of 2d. for each thirty marks earned.
  6. They shall wear the prison dress with red facings.

Special Class.

  1. In addition to the classes hereinbefore specified, there shall be a Special Class, to which prisoners may be promoted for industry and good conduct.
  2. Before being eligible for promotion to this class prisoners must be within twelve months of the prospective date of their release, and must have earned 2,920 marks in the First Class and served the preceding twelve months in that class with exemplary conduct.
  3. Prisoners who have served more than one previous term of imprisonment shall not be eligible for promotion to this class, unless under exceptional circumstances to be decided by the Inspector.
  4. Prisoners may, for misconduct, be removed to a lower class for a stated period, and will not again be eligible for promotion to this class. If removed from this class to the Third or Second Class they shall, on completing the stated period, be placed in the First Class.
  5. Prisoners in this class shall be permitted to receive a visit of thirty minutes’ duration, and to despatch and receive a letter every two weeks.
  6. They shall be allowed to change their library books as often as they wish, but must not have more than one book and one magazine at any one time.
  7. They shall be granted a gratuity at the rate of 2½d. for each thirty marks earned.
  8. They shall wear a blue dress.

Applicable to all Classes.

  1. Prisoners who are sentenced to serve an additional period in a class, or to removal to a lower class for a stated period, shall be required to earn the number of marks allotted to such period—viz., the whole number of days multiplied by 8—before being again eligible for promotion. These marks are not to be added to the total number that a prisoner has to earn, but they represent the additional number to be earned in the class in which he then is or in a lower class, as the case may be.

Prisoners sentenced to Hard Labour for any Period not exceeding Six Months.

  1. Prisoners serving sentences of hard labour for periods exceeding three months and not exceeding six months shall wear the prison dress without facings. They shall be allowed to write and receive one letter, and to receive a visit of twenty minutes’ duration immediately after conviction, and thereafter to write and receive one letter, and to receive a visit of twenty minutes’ duration every eight weeks, provided that their conduct and industry have been good for the preceding four weeks.
  2. For the first three months of their sentences they will not be granted any marks, but for the remainder they may earn by good conduct and industry a remission by marks according to the scale and under the same conditions as in the case of hard-labour prisoners serving sentences exceeding six months.
  3. They may on discharge be granted a gratuity as follows: Four months, 4s.; five months, 5s.; six months, 6s.

Prisoners sentenced to Hard Labour for Periods not exceeding Three Months.

  1. Prisoners serving sentences of hard labour for periods not exceeding three months shall wear the prison dress without facings. They shall be allowed one visit of twenty minutes’ duration and to write and receive one letter immediately after their conviction. They shall also be allowed a visit of twenty minutes’ duration and to write and receive one letter when within a fortnight of being entitled to discharge.
  2. They shall not be entitled to any remission of sentence.
  3. They may on discharge be granted a gratuity not exceeding 2s. 6d., unless sentence expires on a Saturday, when the gratuity may be increased to an amount not exceeding 4s.
